No person shall, except upon written permit issued by and payment of a fee as set forth in the current Village Fee Schedule (see Chapter 83, Fees) to the Village Clerk, erect telephone, telegraph or electric poles or string wires in, over or upon the streets or public grounds of the Village or upon, over or in front of any building or buildings within the Village.
Any person violating any provision of this chapter shall be liable for a fine not to exceed $250 for each offense or by imprisonment not exceeding 15 days, or both.
