The Division of Fire Safety in the Department of Community Affairs of the State of New Jersey is hereby designated as the agency for the collection of the annual registration fees associated with life-hazard uses as set forth in the New Jersey Uniform Fire Code, N.J.A.C. 5:70-1.
A.
Fees.
(1)
For the issuance of the permits as described in the Uniform Fire Code (N.J.A.C. 5:70-2.7, Permits), the permit fee shall be the minimum fee established as per the New Jersey State Fire Code, N.J.A.C. 5:70-2.9(c).
(2)
Fees for Type I permits requiring inspections conducted after normal Howell Township Business hours shall be $100.
B.
The Fire Bureau shall, hereafter, furnish upon request of any person or entity a copy of any official fire report or fire investigation report (except those required or permitted under law to be excluded from public inspection "confidential files") after the following fees, payable to the Howell Fire Bureau, have been paid by the requesting party:

Inspection fees for non-life-hazard use/occupancy fire prevention inspections shall be as follows:

D.
There shall be a returned check fee of $20 and all certificates of compliance will be void until the application fee is and returned check fees are satisfied.
E.
For the purposes of this article, farm buildings are considered non-life hazard uses by the New Jersey Uniform Fire Code. However, any farm buildings on "farm assessed property," as determined by the Howell Township Tax Assessors Office will pay the fees as outlined in the following schedule:
F.
Certificate of Smoke Alarm, Carbon Monoxide Alarm, and Secondary Power Source Compliance ("certificate") and Residential Resale — No Occupancy application fees. For the issuance of a certificate or Residential Re-Sale Certificate — No Occupancy as provided in N.J.A.C. 5:70-2.3, and of this Code, the application fee shall be based upon the amount of time remaining before the change of ownership and or occupancy to the residential dwelling at the time of application as described below:

Requests for certificate received more than 10 business days prior to the change of ownership: $85;
(2)
Requests for certificate received four to 10 business days prior to the change of ownership: $125;
(3)
Requests for certificate received fewer than four business days prior to the change of ownership: $210.
(4)
Additional fee for third scheduled inspection(s): $35 for each subsequent inspection.
(5)
Missed appointment fee: $50.
(6)
Change of ownership/occupancy without obtaining a certificate: $500.
