This chapter shall be known and may be cited as the "Traffic Regulations Law of the Incorporated Village of Roslyn, New York."
A. 
The words and phrases used in this chapter shall, for the purpose of this chapter, have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York. For ease of reference the following terms are included herein:
PARKING
The standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
SIDEWALK
That portion of a street, whether approved or unapproved, between the curblines or the lateral lines of a roadway and the adjacent property lines, intended for the use of pedestrians.
STANDING
The stopping of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in receiving and discharging passengers.
STOPPING
Any prohibited halting, even momentarily, of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or to comply with the directions of a police or other traffic control officer or traffic control device.
TRAFFIC CONTROL DEVICE
Any sign, signal, marking or device, not inconsistent with the provisions of the New York State Vehicle and Traffic Law, placed or erected by authority of the Board of Trustees for the purpose of regulating, warning or guiding traffic.
B. 
The following words and phrases which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York shall have the meanings indicated:
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HOLIDAYS
Includes such days designated as public holidays as provided in § 24 of the General Construction Law.
OFFICIAL TIME STANDARD
The time standard which is in current use in this state whenever certain hours are named herein or on traffic control devices.
PARKING METER ZONE
A designated location upon or within which the parking of vehicles is regulated by parking meters.
PUBLIC PARKING LOT
A plot or parcel of land or building owned and/or leased by this Village, not including highways, upon or within which the parking of vehicles is regulated by signs and/or parking meters or other devices.
C. 
Any measurements and directions appearing within this chapter shall be interpreted as follows:
(1) 
Measurements. Any linear measurements specified for various regulations contained in this chapter shall be deemed to be approximate, and such measurements and the regulation to which they pertain shall not be affected or altered in any way by the widening of a street, by the construction of curbs, gutters or sidewalks or by any other action which might tend to obliterate the point from which such measurements were originally made. Unless otherwise indicated, measurements shall be made from the nearest curbline of the street or streets referred to in a location description or, if there is no curbline, from the nearest pavement edge.
(2) 
Directions. For the purpose of this chapter, all streets in the Village shall be deemed to run north-south or east-west, and the streets running generally parallel to the direction indicated shall be deemed to run in such direction.
Pursuant to the provisions of § 1603(a) of the Vehicle and Traffic Law, power is hereby delegated to the Mayor to exercise, by official order, rule or regulation, the following powers granted to the Board of Trustees in Article 39 of the Vehicle and Traffic Law, subject to the limitations imposed by §§ 1643 and 1684 of the Vehicle and Traffic Law and not inconsistent with any regulations heretofore or hereafter enacted:
A. 
Provide for the installation, operation, maintenance, policing and supervision of parking meters.
B. 
Provide for regulations for the use, maintenance, operation and establishment of fees for municipal parking fields.
Traffic control signals shall be installed, maintained and operated at the designated intersections as follows:
A. 
Pre-timed traffic control signals consisting of:
(1) 
Two traffic signal faces visible on each approach of the intersection.
(2) 
Pedestrian push button actuators at all crosswalks.
Bryant Avenue and Old Northern Boulevard
Bryant Avenue and Skillman Street
Bryant Avenue and Witte Lane
Main Street and East Broadway
Mineola Avenue and Pine Drive South
Old Northern Boulevard and East Broadway
Old Northern Boulevard and Main Street
B. 
Pre-timed traffic control signals consisting of:
(1) 
Two traffic signal faces visible on each approach of the intersection.
(2) 
Left-hand turn arrows on each signal face.
(3) 
Pedestrian actuators on each crosswalk.
(4) 
Sequence of operation.
A. 
East Broadway is hereby designated for one-way traffic in a southerly direction.
B. 
Highland Avenue, between Hillside Avenue and Dicks Lane, is hereby designated for one-way traffic in a southerly direction.
C. 
Paper Mill Road is hereby designated for one-way traffic in a westerly direction.
D. 
Tower Place is hereby designated for one-way traffic in a northerly direction.
E. 
Walbridge Lane is hereby designated for one-way traffic in a northerly direction.
A. 
The left turning of vehicles is hereby prohibited as follows:
(1) 
Vehicles proceeding east on Hillside Avenue to proceed north on Highland Avenue.
(2) 
Vehicles proceeding southeast on Main Street to proceed north on Tower Place from 7:00 a.m. to 10:00 a.m. and from 5:00 p.m. to 7:00 p.m., Monday through Friday.
(3) 
Vehicles proceeding south on Main Street to proceed east on Paper Mill Road.
(4) 
Vehicles proceeding southeast on Main Street to proceed north on East Broadway.
(5) 
Vehicles proceeding north on Sinclair Martin Drive to proceed west on Northern Boulevard.
(6) 
Vehicles proceeding north on Tower Place to proceed west on Old Northern Boulevard.
(7) 
Vehicles proceeding north on Walbridge Lane to proceed west on Northern Boulevard.
(8) 
Vehicles proceeding west on Old Northern Boulevard to proceed south on Tower Place.
(9) 
Vehicles proceeding west on Hempstead Turnpike (Route 25A) to proceed south on Sinclair Martin Drive.
(10) 
Vehicles exiting the Roslyn Claremont Hotel to Old Northern Boulevard.
B. 
The right turning of vehicles is hereby prohibited as follows:
(1) 
Vehicles proceeding west on Davis Lane to proceed north on East Broadway.
(2) 
Vehicles proceeding northwest on Main Street to proceed north on East Broadway.
(3) 
Vehicles proceeding north on Main Street to proceed east on Paper Mill Road.
(4) 
Vehicles proceeding east on Old Northern Boulevard to proceed south on Tower Place.
(5) 
Vehicles proceeding west on Valentine Lane to proceed north on East Broadway.
(6) 
Vehicles proceeding west on Vernon Avenue to proceed north on East Broadway.
C. 
The right turning of vehicles facing a steady red indication is prohibited at the following intersections:
(1) 
Old Northern Boulevard and Main Street as follows: right turns by traffic proceeding southeast on Old Northern Boulevard.
(2) 
Old Northern Boulevard and East Broadway as follows: right turns by traffic proceeding south on Old Northern Boulevard around bend in road to Old Northern Boulevard west.
D. 
U-turns are hereby prohibited as follows:
(1) 
On Main Street north of Railroad Avenue.
(2) 
On Old Northern Boulevard between Main Street and East Broadway.
