This chapter shall be known and may be cited as the "Traffic
Regulations Law of the Incorporated Village of Roslyn, New York."

The words and phrases used in this chapter shall, for the purpose
of this chapter, have the meanings respectively ascribed to them by
Article 1 of the Vehicle and Traffic Law of the State of New York.
For ease of reference the following terms are included herein:
The standing of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in
loading or unloading merchandise or passengers.
That portion of a street, whether approved or unapproved,
between the curblines or the lateral lines of a roadway and the adjacent
property lines, intended for the use of pedestrians.
The stopping of a vehicle, whether occupied or not, otherwise
than temporarily for the purpose of and while actually engaged in
receiving and discharging passengers.
Any prohibited halting, even momentarily, of a vehicle, whether
occupied or not, except when necessary to avoid conflict with other
traffic or to comply with the directions of a police or other traffic
control officer or traffic control device.
Any sign, signal, marking or device, not inconsistent with
the provisions of the New York State Vehicle and Traffic Law, placed
or erected by authority of the Board of Trustees for the purpose of
regulating, warning or guiding traffic.

The following words and phrases which are not defined by Article
1 of the Vehicle and Traffic Law of the State of New York shall have
the meanings indicated:
The prolongation of the lateral line of a curb or, in the
absence of a curb, the lateral boundary line of the roadway.
Includes such days designated as public holidays as provided
in § 24 of the General Construction Law.
The time standard which is in current use in this state whenever
certain hours are named herein or on traffic control devices.
A designated location upon or within which the parking of
vehicles is regulated by parking meters.
A plot or parcel of land or building owned and/or leased
by this Village, not including highways, upon or within which the
parking of vehicles is regulated by signs and/or parking meters or
other devices.

Any measurements and directions appearing within this chapter shall
be interpreted as follows:
(1)Â
Measurements. Any linear measurements specified for various regulations
contained in this chapter shall be deemed to be approximate, and such
measurements and the regulation to which they pertain shall not be
affected or altered in any way by the widening of a street, by the
construction of curbs, gutters or sidewalks or by any other action
which might tend to obliterate the point from which such measurements
were originally made. Unless otherwise indicated, measurements shall
be made from the nearest curbline of the street or streets referred
to in a location description or, if there is no curbline, from the
nearest pavement edge.
(2)Â
Directions. For the purpose of this chapter, all streets in the Village
shall be deemed to run north-south or east-west, and the streets running
generally parallel to the direction indicated shall be deemed to run
in such direction.
Pursuant to the provisions of § 1603(a) of the Vehicle
and Traffic Law, power is hereby delegated to the Mayor to exercise,
by official order, rule or regulation, the following powers granted
to the Board of Trustees in Article 39 of the Vehicle and Traffic
Law, subject to the limitations imposed by §§ 1643
and 1684 of the Vehicle and Traffic Law and not inconsistent with
any regulations heretofore or hereafter enacted:
Traffic control signals shall be installed, maintained and operated
at the designated intersections as follows:

Pre-timed traffic control signals consisting of:
(1)Â
Two traffic signal faces visible on each approach of the intersection.
(2)Â
Pedestrian push button actuators at all crosswalks.

East Broadway is hereby designated for one-way traffic in a southerly
direction.
B.Â
Highland Avenue, between Hillside Avenue and Dicks Lane, is hereby
designated for one-way traffic in a southerly direction.

Paper Mill Road is hereby designated for one-way traffic in a westerly
direction.
D.Â
Tower Place is hereby designated for one-way traffic in a northerly
direction.
E.Â
Walbridge Lane is hereby designated for one-way traffic in a northerly
direction.
A.Â
The left turning of vehicles is hereby prohibited as follows:
(1)Â
Vehicles proceeding east on Hillside Avenue to proceed north on Highland
Avenue.
(2)Â
Vehicles proceeding southeast on Main Street to proceed north on
Tower Place from 7:00 a.m. to 10:00 a.m. and from 5:00 p.m. to 7:00
p.m., Monday through Friday.
(3)Â
Vehicles proceeding south on Main Street to proceed east on Paper
Mill Road.
(4)Â
Vehicles proceeding southeast on Main Street to proceed north on
East Broadway.
(5)Â
Vehicles proceeding north on Sinclair Martin Drive to proceed west
on Northern Boulevard.
(6)Â
Vehicles proceeding north on Tower Place to proceed west on Old Northern
Boulevard.
(7)Â
Vehicles proceeding north on Walbridge Lane to proceed west on Northern
Boulevard.
(8)Â
Vehicles proceeding west on Old Northern Boulevard to proceed south
on Tower Place.
(9)Â
Vehicles proceeding west on Hempstead Turnpike (Route 25A) to proceed
south on Sinclair Martin Drive.

Vehicles exiting the Roslyn Claremont Hotel to Old Northern
Boulevard.

The right turning of vehicles is hereby prohibited as follows:
(1)Â
Vehicles proceeding west on Davis Lane to proceed north on East Broadway.
(2)Â
Vehicles proceeding northwest on Main Street to proceed north on
East Broadway.
(3)Â
Vehicles proceeding north on Main Street to proceed east on Paper
Mill Road.
(4)Â
Vehicles proceeding east on Old Northern Boulevard to proceed south
on Tower Place.
(5)Â
Vehicles proceeding west on Valentine Lane to proceed north on East
Broadway.
(6)Â
Vehicles proceeding west on Vernon Avenue to proceed north on East
Broadway.
C.Â
The right turning of vehicles facing a steady red indication is prohibited
at the following intersections:
(1)Â
Old Northern Boulevard and Main Street as follows: right turns by
traffic proceeding southeast on Old Northern Boulevard.
(2)Â
Old Northern Boulevard and East Broadway as follows: right turns
by traffic proceeding south on Old Northern Boulevard around bend
in road to Old Northern Boulevard west.
