As used in this article, the following terms shall have the meanings indicated:
ENFORCEMENT OFFICER
The Borough Zoning Officer, the Borough Property Maintenance Officer, or any Raritan Borough police officer.
INOPERABLE VEHICLE
Any vehicle which cannot be started upon request of any enforcement officer or for any other reason will not run, including and without limitation any vehicle without a battery, with flat tires, without wheels, or with extensive body damage or deterioration. A vehicle shall also be considered inoperable if the owner refuses to start it.
VEHICLE
Any machine propelled other than by human power, designed to travel along the ground by use of wheels, treads, runners or slides, and includes without limitation automobile, truck, motorcycle, tractor.

A. 
No person shall park, leave or store any abandoned, unregistered, junked, discarded or inoperable vehicle on any private lands for a period of more than 30 days.
B. 
No person shall permit or suffer any abandoned, unregistered, junked, discarded or inoperable vehicle to be parked, left, stored or maintained on any private lands for more than 30 days.
C. 
No person shall park, leave or store any vehicle on any public lands except in case of emergency and then for a period not to exceed 48 hours.
D. 
No person shall permit or suffer any vehicle, whether operable or inoperable, any trailer, or any boat to be parked upon any lawn in a back, front or side yard in any residential area, except on a paved or gravel driveway providing ingress to and egress from an attached garage, a detached garage or a paved or gravel parking area.
This article shall not apply to a lawfully operated junkyard or towing service, or to a vehicle located or stored inside a garage or other building, or to a business lawfully engaged in the repair and/or sale of vehicles, or to a vehicle under the control of the Borough of Raritan.
A. 
Any vehicle determined by an Enforcement Officer to be in violation of this article may be taken into possession and removed to a storage place designated by the Chief of Police or his designee.
B. 
Upon the taking into possession of any vehicle, it shall be disposed of by following the procedures pursuant for the disposition of such vehicles, including payment to the Borough of all of its costs for removal and storage of such vehicle.
Any person who shall violate any provision of this article shall, upon conviction thereof, be liable to a fine of not less than $100 and not more than $1,000 or imprisonment for a term of not more than 30 days, or both.
