As used in this article, the following terms shall have the
meanings indicated:
ENFORCEMENT OFFICER
The Borough Zoning Officer, the Borough Property Maintenance
Officer, or any Raritan Borough police officer.
INOPERABLE VEHICLE
Any vehicle which cannot be started upon request of any enforcement
officer or for any other reason will not run, including and without
limitation any vehicle without a battery, with flat tires, without
wheels, or with extensive body damage or deterioration. A vehicle
shall also be considered inoperable if the owner refuses to start
it.
VEHICLE
Any machine propelled other than by human power, designed
to travel along the ground by use of wheels, treads, runners or slides,
and includes without limitation automobile, truck, motorcycle, tractor.
This article shall not apply to a lawfully operated junkyard
or towing service, or to a vehicle located or stored inside a garage
or other building, or to a business lawfully engaged in the repair
and/or sale of vehicles, or to a vehicle under the control of the
Borough of Raritan.
Any person who shall violate any provision of this article shall,
upon conviction thereof, be liable to a fine of not less than $100
and not more than $1,000 or imprisonment for a term of not more than
30 days, or both.
