A commission is hereby established in Harrison Township, Gloucester
County, New Jersey, to be known as the "Harrison Township Veterans
Commission."
The purposes of this Commission are to serve as a conduit and
foster cooperation between Township veterans and local government;
promote veterans' rights; to recommend and arrange for appropriate
ceremonies honoring veterans on holidays or otherwise; to assist,
advise and promote the maintenance of the Township memorials; to cooperate
with the county, state and federal veterans agencies so as to provide
better service to veterans who are residents of the Township of Harrison;
and provide such studies and reports as may be requested by the Township
Committee.

The Commission shall consist of six members. One member shall
be a member of the Township Committee, appointed by a majority of
the governing body. The remaining five members shall be veterans of
the Armed Services of the United States, including the Reserves and
the New Jersey National Guard and/or the United States Merchant Marines.
Except for the Township Committee member, members of the Commission
shall serve two-year terms, except that, upon creation of this Commission,
in order to create staggered terms, two members shall serve for a
one-year term each, and three members shall serve a two-year term
each.
The members of the Commission shall receive no salary or stipend.
Expenses of the activities of the Commission shall be approved by
the governing body before the expenses are incurred and shall be paid
by the governing body.
The Commission may not incur any debt or contract for any goods
in the name of Harrison Township. It is not intended that, nor shall,
the Commission be a subagency of the Township Committee. The Commission
shall possess no aspect of policy- or rulemaking authority for the
Township.
Should any section, clause, sentence, phrase or provision of
this chapter be declared unconstitutional or invalid by a court of
competent jurisdiction, such decision shall not affect the remaining
portions of this chapter.
All prior ordinances or parts of ordinances inconsistent with
this chapter be and the same are hereby repealed to the extent of
such inconsistencies.
This chapter shall take effect immediately upon final passage
and publication in accordance with law.
