There is hereby established as a department of City government a Police Department. The department head of the Police Department shall be the Chief of Police who shall report directly to the City Manager.
A. 
The functions and duties of the Police Department shall include responsibility for enforcing ordinances of the City and all criminal or quasi-criminal laws of the State of New Jersey, except to the extent where some other person or entity is designated as the enforcing agency therefor, and shall perform such other related functions and duties as may be prescribed by the City Manager.
B. 
The Police Department shall operate pursuant to the provisions of Chapter 61, Police Department of the Code of the City of Englewood, including the provisions of the rules and regulations referred to therein, and the members of the Department shall have the duties and responsibilities prescribed in said Chapter 61 and the said rules and regulations.[1]
