Any agent or employee of the City, authorized by the City Engineer
or the City Manager and bearing proper identification and credentials,
may enter upon any property discharging wastes into the public sewer
for the purpose of inspecting, observing, measuring, sampling and
testing the materials entering the public sewer, including the operation
of any building drain or building sewer and any pretreatment or other
facilities through which such material flows prior to entry into the
public sewer.
Upon request by the City Engineer, the owner or operator of
any industrial equipment or industrial plant or process which discharges
waste into the public sewer shall provide to the City Engineer any
information requested by him relating to the nature of such process,
to the extent that such process affects or has a result on the nature
of the material being discharged into the public sewer, so that the
City Engineer may determine compliance with the provisions of this
chapter and may determine whether and to what extent any pretreatment
or other devices should be or are required to treat such waste material
prior to entry into the public sewer.
