The Legislature of the State of New York has, in New York State
Constitution Article 9, § 2, and by the provisions of Municipal
Home Rule Law § 10, Subdivision 1e(3), delegated the responsibilities
to a Village to adopt and amend local laws which provide for the amendment
or supersession of any provision of the Village Law or other general
laws relating to its government not expressly prohibited by the Legislature.

Law § 3-301, Subdivision 2c, § 3-301, Subdivision
4, § 4-400, Subdivision 1e and h, and § 8-800,
Civil Service Law §§ 35(a) and (e) and 41, Subdivision
1(b), and Nissequogue Local Law No. 2 of the year 1979, collectively, provide further statutory authority for
the enactment of this chapter.
