All requests for extensions of the village water mains in the future shall be presented to the Village Board in the form of a written petition, and the cost of such extension, if such request is approved, shall be borne by the owners of the land benefited, whether the extension requested lies within the village boundaries or outside the village.

All supply pipes connecting with water mains and/or sewer lines shall be laid and kept in repair at the expense of the owners of the land and shall be made only upon written request of the landowners.
No one shall make or cause to be made any holes or excavations for any purpose in or upon any village street or right-of-way, nor fill any ditch or change any watercourse, except upon written permission obtained from the Village Board of Trustees given over the signature of the Village Clerk.
