The restrictions and regulations described in the text and maps that constitute this chapter are adopted in accordance with a Comprehensive Plan and are in the interest of the protection and promotion of the public health and welfare of the Village of Ravena and shall be deemed specifically to include the following, among others:
A. 
The facilitation of the provision of adequate public services and facilities.
B. 
The preservation and protection of residential lands, both visually and physically, from those of nonresidential use, and, wherever reasonable, the elimination of nonconforming uses which have a deleterious effect on their surroundings.
C. 
The reduction and prevention of traffic hazards and congestions.
D. 
The general enhancement of Village appearance.
E. 
The conservation of property values through the encouragement of the most appropriate use of land within the municipality. (See § 119-35.)
