The purpose and intent of this chapter is to establish regulations pertaining to the operation of skateboards or any other similar device in the Town of Raymond.

As used in this chapter, the following terms shall have the meanings indicated:
Any wheeled vehicle intended and designed to be propelled by foot with one foot on the vehicle at the moment of initial propulsion.
A.
It shall be unlawful for any person to ride upon skateboards or any other similar device upon any of the following streets or roads:

B.
The use of skateboards or any other similar device shall be prohibited on the Town Common, all sidewalks and parking lots defined as a public way (RSA 259:125I, II).
A.
Persons riding upon skateboards or other similar devices, while operating on a roadway permitted by this chapter, shall operate in conformance with the rules of the road that apply to bicycles.
B.
Persons are not restricted from riding upon skateboards or other similar devices upon Town property owned by the Town of Raymond or other property designated by the Town of Raymond for the purposes of entertainment and recreation.
A.
Any person violating the provision of this chapter shall be guilty of a violation.
B.
Any party who violates any provision of this chapter may have his skateboard or other similar device impounded by a police officer for a period not to exceed 30 days.
C.
Any party who is found in violation of this chapter and has his skateboard or other similar device impounded shall pay a fee of $10 to have the skateboard or other device returned. In the case of a minor (under the age of 16), the fee and release from impound shall be accomplished by the parents or legal guardian of the child.
D.
A summons may be issued to those persons 16 years of age or older for any offense under this chapter.
E.
Any party who is found to be an habitual offender of any section of this chapter shall be punished by a fine of no more than $100 for each offense and may suffer, in the sound discretion of the court, forfeiture of his interest in the skateboard or other similar device in question to the Town of Raymond for disposition in such manner as the court may direct.
(RSA 265:151) Prosecutions under this chapter shall be instituted within 60 days from the time the offense was committed.
