A. 
No minor under the age of 18 years shall loiter, idle, wander, stroll, play or be upon the streets and grounds in the Borough on foot or by vehicle after 7:30 p.m. on October 30 until 6:00 a.m. on October 31, by reason of the celebration of "mischief night" or "cabbage night."
B. 
No minor under the age of 18 years shall loiter, idle, wander, stroll, play or be upon the streets and grounds in the Borough on foot or by vehicle after 7:30 p.m. on October 31 until 6:00 a.m. on November 1, by reason of the celebration of Halloween.
C. 
No parent or guardian or one having custody of a minor under the age of 18 years shall knowingly permit such minor to loiter, idle, wander, stroll, play or be out on any street or public place or any unsupervised place on foot or by vehicle between the hours of 7:30 p.m. on October 30 and 6:00 a.m. on October 31 by reason of the celebration of "mischief night" or "cabbage night."
D. 
No parent or guardian or one having custody of a minor under the age of 18 years shall knowingly permit such minor to loiter, idle, wander, stroll, play or be out on any street or public place or any unsupervised place on foot or by vehicle between the hours of 7:30 p.m. on October 31 and 6:00 a.m. on November 1 by reason of the celebration of Halloween.
This article shall not apply where such minor is accompanied by parent or guardian, lawfully acting without loitering or causing any disturbance.

Any minor or parent, guardian or person with custody of a minor violating the provisions of this article shall upon conviction be fined, in the discretion of the Municipal Judge, in accordance with § 1-17, General penalty, for each offense or such may be dealt with in accordance with juvenile court law and procedure. Each violation of the provisions of this article shall constitute a separate offense.
