(a) Establishment. There is hereby established
the Worcester County Commission for Women which shall be an executive
commission of Worcester County.
(b) Purpose. The purpose of the Commission is
to promote a positive image for women by assisting them in achieving
economic, social and political equality.
(c) Regular members. The Commission for Women
shall consist of eleven persons, all of whom shall reside in Worcester
County. Of the eleven, one member shall serve from each of the seven
districts from which County Commissioners are elected and shall be
nominated by the Commissioner from that district. The Commissioners
shall solicit nominations from women's organizations and the
citizens of Worcester County in order to make appointments for the
other four at-large committee members.

(d) Ex-officio members. The Commissioners shall
also appoint four ex-officio members to the Commission. One such member
shall be appointed as a member or employee of each of the following
County departments or agencies: the Department of Social Services,
the Department of Health and Mental Hygiene, the Worcester County
Board of Education, and a Worcester County public safety agency (Emergency
Services, Sheriff's Office, Fire Marshal's Office, County
Jail or State's Attorney's Office). Such appointees shall
not represent the County Commissioners, but shall serve as voting
members of the Commission with ex-officio terms of three years.

(e) Appointment. Members shall be appointed by
the County Commissioners.
(f) Terms. The term of membership shall be three
years. Terms of memberships shall be, at all times, staggered so that
the terms of two of the at-large members shall expire at one time,
the terms of the seven district members shall expire at one time one
year thereafter, and the terms of the other two at-large members shall
expire at one time two years thereafter. No term shall be shortened
by the enactment hereof, but future appointments shall comply herewith.

(a) Powers and duties. The Commission shall have
such duties in furtherance of its purpose, as from time to time assigned
by or approved by the County Commissioners.
(b) Status as county agency. The Commission shall
have the status as a county agency, subject to the provisions hereof
and shall specifically be subject to the Worcester County Ethics Law,
Title 5 of the County Government Article, and Subtitle V (Indemnification
Provision) of Title 4 of the County Government Article.
(c) Limitation. The Commission shall have no power
to bind the county or to expend any county funds unless approved by
the County Commissioners.
(d) Meetings. The Commission shall meet at least
monthly, unless otherwise determined by the Commission.
(e) Compensation. The members of the Commission
shall serve without compensation.
(f) Bylaws and rules of procedure. The Commission
may adopt bylaws and rules of procedure which shall be subject to
the approval of the County Commissioners.
(g) Election of officers. The Commission shall
annually elect officers as determined necessary and appropriate by
the Commission or in accordance with its bylaws which shall, in any
event, include a Chairperson.
(h) Rules of membership.
(1)
In the event of a vacancy, the Commission may submit a list
of qualified applicants for the vacant membership to the County Commissioners
for consideration for appointment.
(2)
No member shall serve more than six consecutive years, except
for any person appointed as an initial member, who may serve six consecutive
years in addition to the initial term.
(3)
Any member who fails to attend three regularly scheduled meetings
during the course of one calendar year may be dismissed by the County
Commissioners.
(4)
Any member wishing to resign shall do so, in writing, to the
County Commissioners.
