There shall be a Department of Community Development, the administrator
of which shall be the Community Development Director. Within the Department
of Community Development, there shall be a Division of Program Administration
and a Division of Planning.
Whenever any project or course of action is related to or may
affect the Master Plan, the Department shall submit the matter to
the Planning Board for review and recommendation. Such recommendation
shall be annexed to and accompany any proposal transmitted to the
Council with respect to any such project or course of action.
The Division of Program Administration, headed by the Community
Development Director, shall be responsible for the writing, application
and coordination of all grants to which the Town may be entitled from
federal, state and other sources and, to that end, shall:
A. Administer and coordinate activities bearing on commercial and industrial
development in the Town.
B. Administer and direct commercial and residential rehabilitation and
neighborhood preservation activities of the Town.
C. Provide information to advisory boards, public participation groups,
and coordinate public hearings and other meetings required to carry
out duties established above.

Within the Department of Community Development, there shall be a Division of Planning, the head of which shall be the Community Development Director. This Division shall administer Chapter
166, Land Use Procedures, Chapter
240, Land Subdivision and Site Plan Review, and Chapter
320, Zoning. In addition, this Division shall:
A. Be represented at all Planning Board meetings.
B. Prepare and coordinate on behalf of the Town information which is
essential to the functions of the Planning Board.
C. The Community Development Director shall participate in Planning
Board meetings.
D. The Community Development Director or his designee may serve as the
Planning Board Secretary and/or Zoning Officer. The Community Development
Director shall serve as Secretary to the Historic Preservation Advisory
Commission.
Applicants for Community Development Director shall have supervisory
and/or administrative experience in the organization, direction, planning
coordination and control of community development projects or programs.
