Two-hour parking shall apply at all times between the hours of 8:00 a.m. and 8:00 p.m., prevailing time, on Monday through Saturday in the zones listed in § 15-601 of this Part, except the residential permit parking areas in § 15-410, Subsection 4A, shall apply at all times between the hours of 9:00 a.m. and 5:00 p.m., prevailing time, on Monday through Saturday. The requirements of this chapter as to parking time limits shall not apply on Sundays and legal holidays, except the residential permit parking areas in § 15-410, Subsection 4A, in which there shall be no two-hour parking.
Where there are areas of recessed parking, it shall be unlawful for any person to permit a vehicle to be parked in other than the recessed areas thereof at any one time in any one spot.
Where there are areas of recessed parking, parking as well as stopping and/or standing in the nonrecessed areas thereof is hereby prohibited. This section shall be in effect seven days a week, 24 hours per day.
It shall be the duty of the police officers and parking enforcement officers of the Borough of Phoenixville to enforce all violations of any provision of this Part, indicating in each issued ticket or notice of violation:
1. 
The date and hour of any violation of §§ 15-601 through 15-604 hereof.
2. 
The state license number of the vehicle parked in violation of §§ 15-601 through 15-604 hereof.
3. 
Any other facts, the knowledge of which shall be necessary for a thorough understanding of the circumstances attending such violation.
Any person violating §§ 15-601 through 15-604 hereof shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of $20 ($25 in the case of a violation in residential permit parking areas in § 15-410, Subsection 4A) plus costs or, in default of payment of said fine and costs, to undergo imprisonment for not more than five days.
