The responsibilities of the City of West Haven, in order to
receive initial designation under the Connecticut Housing Partnership
Program, shall include the following:
A. To submit evidence to the Commissioner of Housing that the City of
West Haven Housing Partnership Program has been formed in accordance
with Public Act No. 88-305.
B. To submit evidence to the Commissioner of Housing that sufficient
local resources have been committed to the West Haven Housing Partnership
Program.
The duties of the West Haven Housing Partnership, in order to
receive development designation under the Connecticut Housing Partnership
Program, shall include the following:
A. To examine and identify housing needs and opportunities in the community.
B. To explore the availability of any state, municipal or other land
that is suitable for the development of affordable housing.
C. To review applicable zoning regulations to determine whether such
regulations restrict the development of affordable housing in the
community.
D. To identify any necessary changes to such regulations.
E. To establish priorities and develop a long-range plan to meet identified
housing needs in the community consistent with regional housing needs.
F. To establish procedures for the development of a written proposal
to achieve such priorities in accordance with said plan.
G. To start an activity, development or project designed to create additional
affordable housing in the City of West Haven.
At all times when any orders, rules and regulations made and
promulgated pursuant to this chapter shall be in effect, they shall
supersede all existing resolutions, orders, rules and regulations
insofar as the latter may be inconsistent therewith.
This chapter shall not be construed so as to conflict with any
state or federal statute, rule or regulation.
No person shall have the right to expend any public funds of
the City of West Haven in carrying out any Partnership activities
authorized by this chapter without prior approval by the City Council,
nor shall any person have any right to bind the City of West Haven
by contract, agreement or otherwise without prior and specific approval
of the City Council.

The West Haven Housing Partnership shall not endorse, support
or otherwise approve any project to add to the affordable housing
stock of the City of West Haven without considering the location of
such affordable housing, the number and size of units involved, the
proximity of any such project to other affordable housing, the density
of affordable housing in the area adjacent to any proposed location
and the size of any such project. The City Council shall be notified
of any proposed plan to approve or otherwise support any affordable
housing project in the City of West Haven and shall have full power
to reject any plan or approval.

Prior to any meeting, regular or special, the West Haven Housing
Partnership shall give the City Council timely notice of the date,
time, location and purpose of all such meetings, regular and special.
In addition, the West Haven Housing Partnership shall give the City
Council prompt, timely notice of any actions taken or recommended
by said Partnership at any such meeting, regular or special.

For the purposes of this chapter, as amended, "approval of the
City Council" shall mean a majority vote of the Council members in
favor of such approval.
