The proper operation of democratic government requires that
public officials and employees be independent, impartial and responsible
to the people; government decisions and policy be made in proper channels
of the governmental structure; public office not be used for personal
gain; and the public have confidence in the integrity of its government.
In recognition of these goals, a Code of Ethics for the guidance of
public officers and employees will help them avoid conflicts, improve
standards of public service and promote and strengthen the confidence
of the residents of this City in their public officers and employees.

The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
PUBLIC EMPLOYEE
Any person excluded from the definition of a public officer
who is employed by the City.
PUBLIC OFFICER
All of those persons defined in W.S.A., § 62.09,
and all members of boards, commissions and agencies established or
appointed by the Mayor or City Council, whether paid or unpaid.

The City Clerk shall cause a copy of this article to be distributed
to every public officer and employee of the City within 30 days after
enactment of this article. Each public officer and employee elected,
appointed or engaged thereafter shall be furnished a copy before entering
upon the duties of his office or employment.
