There shall be five members on the Police and Fire Commission.
All members shall be citizens of the City. There shall not be more
than three members belonging to the same political party serving on
the Commission at any one time.

The Commission shall determine what other officers it requires
to run effectively. The Commission shall elect all its own officers
from its membership.

The members shall be appointed to the Police and Fire Commission
by the Mayor. The members shall be appointed between the last Monday
of April and the first Monday of May, annually.

The members shall serve five-year terms. The members shall serve
staggered terms.

Any vacancy shall be filled through the appointment procedures
described above for the remainder of the term.

Members of the Police and Fire Commission shall serve without
compensation.

A majority of the membership of the Commission shall constitute
a quorum for the transaction of business.

The Police and Fire Commission shall have the duties and powers
set forth in W.S.A., § 62.13, including those described
below:
(1) Meeting. The Police and Fire Commission shall meet at least semiannually.
The Commission may meet as necessary, or as called by the Chairman
or as called by a majority of the committee. The City Clerk shall
create and post all agendas for this committee. All meetings shall
be at City Hall.
(2) Appointment and removal duties.
a. The Board shall appoint the Chief of Police and the Chief of the
Fire Department. The Board may remove or suspend either Chief for
cause.
b. The Board shall approve or disapprove subordinates appointed by the
Chiefs.
c. The Board shall adopt, and may repeal or modify, rules calculated
to secure the best service in the Departments. These rules shall provide
for examination of physical and educational qualifications and experience,
and may provide such competitive examinations as the Board shall determine,
and for the classification of positions with special examination for
each class. The Board shall print and distribute the rules and all
changes in them, at City expense. The rules shall be used to create
lists of eligible appointees.
(3) Disciplinary powers.
a. The Board shall share the power of suspension with the Chiefs as
provided for in W.S.A., § 62.13(5).
b. The Board shall have the power of review of suspensions and shall
conduct reviews through the procedures given in W.S.A., § 62.12(5).
(4) Dismissals and reemployment. The Board shall have the power to dismiss
and reemploy the subordinates based on need for economy, lack of work
funds, or other just causes. The Board shall follow the procedure
set forth in W.S.A., § 62.13(5m) for all such dismissals
and reemployment.
(5) Further optional powers of the Board. The Board shall have the power
to:
a. Organize and supervise the Fire and Police Departments and to prescribe
rules and regulations for their control and management.
b. Contract for and purchase all necessary apparatus and supplies for
the use of the departments under their supervision, exclusive of the
erection and control of the police and fire station buildings.
c. Audit all bills, claims and expenses of the Fire and Police Departments
before the same are paid by the Treasurer.
