There shall be seven members on the Plan Commission. The membership
shall include the Mayor, the President of the Park Board, one Alderman,
and four citizens.

The Mayor shall preside over the Commission. The Commission
shall determine what other officers it requires to run effectively.
The Commission shall elect all its own officers except the Chairman.

The members shall be appointed to the Planning Commission by
the Mayor. The appointments shall be subject to confirmation by the
Common Council.

The members shall each serve three-year terms. The terms of
the citizen members shall be staggered so as to have approximately
one-third of the members' terms expire each year. Appointments shall
be made by the Mayor during the month of April.

Any vacancy shall be filled through the appointment procedures
described above for the remainder of the term.

Members of the Plan Commission shall serve without compensation.

A majority of the membership of the Commission shall constitute
a quorum for the transaction of business.

(a) The Plan Commission shall have the duties and powers as set forth
in W.S.A., § 62.23(2), including those described below:
(1)
Meetings. The Plan Commission shall meet at least semiannually.
The Commission may meet as necessary, or as called by the Chairman
or as called by a majority of the Commission. The City Clerk shall
create and post all agendas for this Commission. All meetings shall
be at City Hall.
(2)
Duties. The Committee shall make and adopt a master plan for
the physical development of the City, including any areas outside
of its boundaries that in the Commission's judgment bear relation
to the development of the City. The master plan shall meet the requirements
in W.S.A., § 62.23(2) through (3).
(b) The Commission may amend, extend, or add to the master plan or carry
any part or subject matter into greater detail.
The Commission may adopt rules for the transaction of business
and shall keep a record of its resolutions, transactions, findings,
and determinations.

(c) Miscellaneous powers of the Commission. The Commission may make reports
and recommendations relating to the plan and development of the City
to City government and the citizens.
The Commission may recommend programs for public improvements
and the financing thereof.

The Commission, its members and employees may enter upon any
land, make examinations and surveys, and place and maintain necessary
monuments and marks in the performance of its functions.

In general, the Commission shall have such powers as may be
necessary to enable it to perform its functions and promote municipal
planning.

The Council shall refer to the City Plan Commission, for its
consideration and report before final action is taken by the Council
the following matters:
(1) The location and architectural design of any public building;
(2) The location of any statue or other memorial;
(3) The location, acceptance, extension, alteration, vacation, abandonment,
change of use, sale, acquisition of land for or lease of land for
any street, alley or other public way, park, playground, airport,
area for parking vehicles, or other memorial or public grounds;
(4) The location, extension, abandonment or authorization for any public
utility whether publicly or privately owned;
(5) All plats of lands in the City or within the territory over which
the City is given platting jurisdiction by ch. 236;
(6) The location, character and extent or acquisition, leasing or sale
of lands for public or semipublic housing, slum clearance, relief
of congestion, or vacation camps for children; and
(7) The amendment or repeal of any ordinance adopted pursuant to this
section.
Unless such report is made within 30 days, or a longer period
as may be stipulated by the Common Council, the Council may take final
action without it.
