amendments thereto, is adopted by reference as though fully set forth
in this section.

The owner or person in charge of any animal shall not permit
solid fecal matter of such animal to be deposited on any street, alley
or other public or private property unless such matter is immediately
removed therefrom by the owner or person in charge. No person shall
walk an animal beyond the limits of his own property without carrying
or having in his possession an item designed to pick up and remove
fecal matter. No person shall dispose of fecal matter in public storm
sewers or on public or private property, other than his own property.

No person shall raise or propagate domestic fowl, hogs, cattle,
goats, sheep, horses or any other kind of domestic animal of any kind,
except dogs and cats, or maintain what are commonly known as a chicken
house or yard, horse barn or yard, rabbit house or yard, for such
purpose within the limits of the City without obtaining a zoning permit
so to do from the Council under the procedures specified in the City
Zoning Ordinance.

No person shall feed or participate in feeding any waterfowl
on any property owned by the City at any time.

The parent or guardian of any minor claiming ownership of any
dog or cat shall be deemed to be the owner of such animal and shall
be responsible for all penalties and pound fees imposed by this article.

(a) No person shall keep, maintain or have in such person's possession
or under such person's control any poisonous reptile, dangerous
or wild insect including, but not limited to, poisonous insects and
arachnids, all poisonous snakes, constrictor snakes, nonhuman primates,
bears, crocodiles, alligators, coyotes, elephants, gamecocks and other
fighting birds, hippopotami, hyenas, jaguars, leopards, lions, lynx,
pumas, cougars, mountain lions, panthers, ocelots, tigers or other
wild feline species, and wolves.
(b) Exceptions. The prohibitions set forth in Subsection
(a) shall not apply to licensed pet shops; zoological gardens; public or private educational institutions; circuses and professional animals acts or other shows requiring a license as required by Section 18-12 of this Code; provided that:
(1) Their location conforms to the zoning requirements of Chapter
98 of the Zoning Code.
(2) All animals and animal quarters are kept in a clean and sanitary
condition and so maintained as to eliminate objectionable odors.
(3) Animals are maintained in quarters so constructed as to prevent their
escape.
(c) Enforcement. Any person violating this section may be subject to a penalty as provided for in Section
1-12 of this Code.
