An Environmental Advisory Council (EAC) is hereby created whose
purpose is to advise the Township Board of Supervisors on matters
dealing with protection, conservation, management and use of natural
resources, including air, land and water resources located within
the limits of the Township, to assist in the ongoing efforts of the
Board of Supervisors to preserve open space within the Township and
to help educate residents of Plumstead about the importance of environmental
protection.

The EAC shall be composed of seven voting members and an unspecified
number of nonvoting associate members of the EAC as set by the Plumstead
Township Board of Supervisors at its annual reorganization meeting.

Council members shall be appointed in accordance with the following
procedures:
A. All EAC members shall be appointed by the Board of Supervisors.
B. EAC members' terms of office shall expire on the first Monday in
January following the last year of their term of office.
C. EAC members shall serve a term of three years, except that initial
appointments shall be staggered so that the terms of approximately
1/3 of the membership shall expire each year. Appointments of members
to complete unfulfilled terms shall be for the duration of the unfulfilled
term.
D. The Board of Supervisors may, but is not required to, appoint to
the EAC as one of the members a member of the Township Planning Commission.

The EAC members shall receive no compensation for their services
but may be reimbursed for the expenses actually and necessarily incurred
by them in the performance of their duties, subject to the overall
budget limits and procedures set for such purposes by the Board of
Supervisors.

The EAC shall be advisory to the Board of Supervisors.

The EAC Chairman shall be designated by the Board of Supervisors.

The EAC shall have the following powers:
A. Recommend plans and programs to the Board of Supervisors for the
protection and conservation of natural resources and the improvement
of the quality of the environment within the Township.
B. Promote community environmental and educational programs, including
hosting at least one seminar annually.
C. Submit an article of appropriate length for each quarterly newsletter,
citing all sources of information.
D. Provide regular updates concerning issues of interest to the community
for the Township’s social media accounts.
E. Undertake
such tasks as may be requested by the Board of Supervisors in accordance
with the purpose of the EAC.

The EAC shall keep records of its meetings and activities and
shall forward them to the Board of Supervisors.

The Board of Supervisors may appropriate funds for expenses
incurred by the EAC.
