There is hereby created in the Borough of Westville the office
of Municipal Administrator, and the title of said office shall be
"Borough Administrator of the Borough of Westville."
The Administrator shall be appointed by the Mayor with the advice
and consent of the Borough Council.
The term of office of the Administrator shall be at the pleasure
of the governing body.

The Municipal Administrator may be removed by a two thirds vote
of the governing body. The resolution of removal shall become effective
three months after its adoption by the governing body. The governing
body may provide that the resolution shall have immediate effect;
provided, however, that the governing body shall cause to be paid
to the Administrator forthwith any unpaid balance of his salary and
his salary for the next three calendar months following adoption of
the resolution.
The Administrator shall be chosen on the basis of executive
and administrative qualifications, including education and experience.
A nonresident may be appointed Administrator, but thereafter must
reside within the Borough within a time established by the governing
body.
The Administrator shall be the chief administrative officer
of the Borough, responsible to the governing body for the administration
of all Borough affairs, including but not limited to the following.
He shall:
A. Direct
and supervise the administration of all departments, offices and agencies
of the Borough, except as otherwise provided by law.
B. Attend
all meetings of the Borough Council with the right to take part in
discussion but not to vote.
C. See
that all laws and all acts of the Borough Council subject to enforcement
by him or by officers and employees subject to his direction and supervision
are faithfully executed.
D. Prepare
and submit the annual budget and capital program to the Borough Council.
E. Submit
to the Borough Council and make available to the public a complete
report on the finances and administrative activities of the Borough
as of the end of each fiscal year.
F. Make
such other reports as the Borough Council may require concerning the
operation of Borough departments, offices and agencies subject to
his direction and supervision.
G. Keep
the Borough Council fully advised as to the current financial condition
and future needs of the Borough and make such recommendations to the
Council concerning the affairs of the Borough as he deems desirable.
H. Perform
such other duties as may be required by the Borough.
I. Administer
the Borough insurance program.
J. Participate
in negotiations with labor relations in the Borough.
K. Coordinate
the entire evaluation program of the Borough for all noncontractual
employees prior to the adoption of the Salary Ordinance.

L. Evaluate
the persons holding the following positions:

(1) Borough Clerk/CFO/Treasurer.
(2) Secretary to Clerk/CFO/Treasurer.
(4) Office clerk(s) and secretaries.
(7) Municipal Court Administrator.
(8) All professional appointments.
M. Apply
for all grants, low-interest loans and other financial programs as
directed by Mayor and Council to county, state and federal agencies.

The Administrator shall be evaluated by the Mayor and Council
each year prior to the adoption of the Salary Ordinance.
