There is hereby established in the Town of Cortlandt the Department
of Recreation and Conservation. Said Department shall be responsible
for the operation and administration of all the recreation programs
within the Town.
The Department of Recreation and Conservation shall cooperate
fully with the Department of Environmental Services and shall coordinate with said Department all needs for
maintenance and physical repairs and/or other actions with respect
to the facilities that it supervises or operates programs on.
The Director of Recreation and Conservation Department will
be a department head pursuant to Town Law. The Director will oversee
the day-to-day operations of the Department. The Director will report
on a regular basis to the Supervisor and Town Board such information
as is necessary for the Town Board to ensure the proper functioning
of the Department.
The Town Board shall have the authority to designate a Deputy
Director of the Department in its sole discretion and deemed appropriate
and necessary.
There shall be one recreation supervisor who shall oversee the
recreation staff.
The Director of Recreation and Conservation is hereby vested
with the authority to formulate and promulgate any rules or regulations
necessary to implement the intent of this chapter. Said rules and
regulations may relate to any aspect of the services provided by the
respective departments. Said rules shall set forth the requirements
and limits for the delivery of these services to the Town and all
rules promulgated hereunder shall be filed with the Town Clerk and
posted upon the Town Clerk's official sign board as well as posted
in all offices of the Town which provide the services set forth herein.
Said rules shall take effect on the 11th day following their filing
with the Town Clerk.

A. Legislative
intent. Whereas the Town Board from time to time reviews the management
and structure of the Town and determines if it is functioning correctly
and the Town Board has conducted such review and has determined that
in the light of changes in employment that it should restructure a
managerial control of the Office of the Aging, it is with this intent
in mind that this section is adopted.
B. Office of
the Aging. The Office of the Aging which is responsible for all of
the programs and activities sponsored by the Town with respect to
senior citizens shall become part of the Department of Recreation
and Conservation.
C. Employees.
All employees of the Office of the Aging shall be members of the Department
of Recreation and Conservation and shall be under the direct general
supervision of the Director of said Department. The Town Board shall
appoint such employees as are necessary to provide for the appropriate
management and supervision of all recreational programs for the senior
citizens of the Town.
