The Borough of Bridgeville is hereby authorized to create an
intergovernmental emergency dispatching and communication entity consisting
of, but not limited to, one or more of the municipalities of Bridgeville,
Carnegie, Collier, Greentree, Heidelberg, Scott and South Fayette.

The Borough of Bridgeville is hereby authorized to delegate
or transfer its emergency dispatching and communication services to
such intergovernmental entity which shall manage and operate an emergency
communication dispatch center.

The Intergovernmental Cooperation Agreement ("Agreement") attached
hereto and made a part of this Part, between the Borough and the above
municipalities creating such entity is hereby approved and ratified
in all respects.

The conditions of the Agreement are those conditions set forth
therein.

The Agreement shall be effective for five years commencing January
1, 1996, and will remain in effect on a year-to-year basis thereafter,
until amended or terminated as set forth in the Agreement.

The purpose and objectives of the Agreement are those purposes
and objectives set forth therein.

1. The intergovernmental communication entity is hereby authorized to
establish a Board of Delegates and an Advisory Committee to provide
for representation of all municipalities thereon. The Board is hereby
authorized to carry out such duties as authorized by law and to set
policies, adopt a budget and generally govern the emergency dispatching
and communication services of the emergency communication dispatch
center which shall be known as Southwest Regional Dispatch Center
(SWRDC). The Board shall be comprised of two delegates from each participating
municipality consisting of the Chief of Police and one other voting
citizen of the municipality. Each delegate shall be authorized by
the governing body of the municipality represented and shall have
one vote on the Board. The affirmative vote of a majority of the delegates
of the Board then voting shall be required in order to take action,
which action shall be binding upon each municipality. The Board shall
meet regularly as it shall determine and be subject to special meetings.
2. An Advisory Committee is also authorized to be created by the Board
to carry out policies of the Board in the operation of SWRDC and to
perform such other functions as shall be designated by the Board.
The Committee shall be comprised of the municipal manager/secretary
of each municipality if not a member of the Board of Delegates and
police, fire and emergency medical representatives. The Committee
shall meet regularly as it shall determine. The Committee shall develop
recommendations of policies, budgets and procedures for SWRDC. Such
recommendations shall be subject to approval by the Board.

The manner and extent of financing of the entity shall be the
manner and extent as set forth in the Agreement.

The organization structure of the entity shall be that organizational
structure as set forth in the Agreement.

The entity may acquire, manage and dispose of property as set
forth in the Agreement.

The entity is hereby authorized to hire such personnel and professional
and consulting services deemed necessary and to enter into contracts
for policies of group insurance and employee benefits, including Social
Security, for its employees as determined by the Board of Delegates
and as authorized by law.
