From and after the approval of this Part, it shall be unlawful for any person, firm or copartnership, whether as principal or agent, to store or accumulate any inflammable materials such as waste papers, cloths, excelsior, etc., in the basement of any apartment, tenement house or dwelling unless the same shall be placed in metal or fireproof containers.

The Chief of the Fire Department, or any fireman especially authorized by the Chief of the Fire Department may at all reasonable hours, enter any building or premises within the Borough of Bridgeville, excepting the interior of private dwellings, for the purpose of making any inspection or investigation which under the provisions of this Part may be necessary to be made. When they shall find in any building or any premises or other places combustible or explosive matter, or dangerous accumulation of waste paper, boxes, shavings or highly inflammable materials especially liable to fire and which is so situated as to endanger property, or shall find obstructions to or on fire escapes, stairs, passageways, doors or windows liable to interfere with the operation of the Fire Department of the Borough of Bridgeville, or the egress of occupants of said premises in case of fire, they shall order the same to be removed or remedied and such order shall be complied with by the owner or occupant of such premises or buildings.

Any owner or occupant failing to comply with such order within a reasonable period after the issuing of said order shall be liable to a penalty as hereinafter provided. Service of notice of such order may be made upon the occupant of the premises to whom it is directed, either by delivering a copy of the same to the occupant personally or by delivering the same to and leaving it with an adult person in charge of premises, or in case no such adult person is found upon the premises by affixing a copy thereof in a conspicuous place on the door at the entrance of said premises. Wherever it may be necessary to serve such order upon the owner or occupant of the premises, such order may be served either by delivering to or leaving with said person a copy of said order; or, if said owner is absent from the Borough of Bridgeville and the premises should not be occupied, then service of such order may be made upon the owner by mailing such copy to the owner's last known post office address.

Any person who shall violate any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine not exceeding $1,000 plus costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate offense.
