All dwelling houses, stores and other buildings fronting on any of the public streets off the Borough of Conshohocken shall be numbered in the manner following, viz:
A. 
All such dwelling houses, stores and other buildings fronting on streets running northeast and southwest, that is to say: that Fayette Street and all streets running parallel thereto in said Borough shall be numbered beginning at the canal 1, 3, 5 & c on the northwest side thereof; all such buildings between the canal and First, Front or Spring Mill Avenue shall be numbered northeastwardly between one and 100. All such buildings between First, Front or Spring Mill Avenue and Second Avenue shall be numbered 200 and 300, and continuing northeastwardly, 100 being added to the actual number of each dwelling northeast of all the numbered avenues.
B. 
And all such dwelling houses, stores and other buildings fronting on streets running northwest and southeast, that is to say Elm, Hector, First, Front or Spring Mill Avenue, Second and all the streets and avenues crossing said Fayette Street at right angles shall be numbered as follows, viz; commencing at Fayette Street as a common center all such dwellings, &c, shall be numbered northwestwardly between Fayette and Forrest and Maple Streets by the numbers between 100 and 200 and continuing on northwesterly, 100 being added to the actual number of each dwelling, &c. Northwest of the following streets viz. Forrest, Maple, Wood, Freedly Street said number shall be designated as North Elm Street, North Hector Street, North Front or Spring Mill Avenue, &c, with the odd numerals 1, 3, 5 &c on the southwest side of the streets and the even numerals as 2, 4, 6 on the northeast side thereof, and all such dwellings, etc., shall be numbered southeastwardly between Fayette and Harry Street by the numbers between one and 100, between Harry Street and Ash Street by the numbers between 100 and 200, and continuing on southeastwardly, 100 being added to the actual number of each dwelling, etc. Southeast of the following streets viz; Harry, Ash, Poplar, Cherry and Apple; those being the streets laying between Spring Mill Avenue and Washington Street inclusive, and 100 being added to the central number southeast of the following streets above Spring Mill Avenue viz; Harry Mellville, Wells, Jones and Righter Streets.
C. 
Said numbers shall be designated as South Elm Street, South Third Avenue, &c, the odd numbers as 1, 3, 5 &c on the southwest side of said streets and avenues and the even numerals as 2, 4, 6 &c on the northeast side thereof.

It shall be the duty of the owners or occupiers of all dwelling houses, stores and other buildings required to be numbered as aforesaid to have said numbers affixed over doors at their own cost and expense as soon as can conveniently be done after the passage of this Part in case any difficulty shall arise as to the proper numbers the same shall be referred to the Mayor, Borough Secretary and Chairman of the Street Committee, who are hereby appointed, authorized and required to superintend the execution and carrying into effect this Part and to designate the proper numbers in case of dispute.

When in the judgment of the Mayor, Borough Secretary and Chairman of the Street Committee it would be desirable that the expense of affixing said numbers should be borne by the Borough then in that case they shall have the said work done and present a bill for the necessary expense of the same to Council at a regular meeting which shall by order be paid out of the Borough Treasury.
