The following words and phrases as used in this Part shall have the meanings hereby respectively ascribed thereto:
ABANDONED OR JUNKED MOTOR VEHICLE
Includes, without limitation, any motor vehicle as to which one or more of the following conditions exist:
(1) 
A motor vehicle for which a certificate of junk has been issued by the Department of Transportation of the Commonwealth of Pennsylvania.
(2) 
A motor vehicle which has been stripped, partially dismantled, or which has had any essential part thereof removed for more than seven days except those motor vehicles which have been stripped down or modified in accordance with certain established stock car racing standards where such intended stock car racing use can be established and such vehicle has been worked upon or so used upon a continuing basis. The burden of establishing that such vehicle falls within the foregoing exceptions shall be upon the person owning, keeping or storing such vehicle.
(3) 
A motor vehicle which has had at least one tire flat or at least one wheel removed for more than seven days.
(4) 
A motor vehicle which does not have all of its doors, windshield or window glass intact and unbroken or which has a door hood, trunklid or window opening which cannot be completely and securely closed for more than seven days.
(5) 
A substantially wrecked or otherwise damaged motor vehicle unless it is stored upon the premises of an automobile repair garage and it is intended to repair such vehicle. The burden of proving such intention to repair shall be upon the owner of the vehicle or the repair garage where the vehicle is stored.
(6) 
A motor vehicle which is in such condition or situated in such circumstances that it reasonably appears to have been abandoned or that its storage is detrimental to the health, safety, welfare or property of others, or which causes or tends to cause substantial diminution in the value of other property in the neighborhood in which the premises upon which such vehicle is stored are located or is otherwise a nuisance.
MOTOR VEHICLE
Any motor vehicle, trailer or semitrailer as defined by the Vehicle Code of the Commonwealth of Pennsylvania.

The possession, keeping or storing of an abandoned or junked motor vehicle, or used parts of a motor vehicle on any private property in the Borough of Conshohocken, except in a fully enclosed building, licensed junkyard or in an impounding lot authorized by Borough Council for storage of abandoned vehicles is hereby prohibited and declared to be a nuisance.

Any person, firm or corporation who shall violate any provision of this Part shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation continues after notice to remove by any law officer, including the Fire Marshal, shall constitute a separate offense.
