Pursuant to and in accordance with C.G.S. § 7-246
et seq., the Town of Barkhamsted Inland Wetlands Commission is hereby
designated to be, in addition to its other duties and responsibilities,
the Town of Barkhamsted Water Pollution Control Authority.

The purpose of the Town of Barkhamsted Water Pollution Control
Authority is to establish a relationship with the Town of Winchester
Water Pollution Control Authority so as to provide for an extension
of the Town of Winchester sewer system to businesses on the Route
44 corridor in the Town of Barkhamsted, which are in need of such
services.
Limited to the specific purposes as stated in §
11-8 herein, said Authority shall have all of the powers, purposes and objectives set forth in C.G.S. §§ 7-246 through 7-273a, as they may be amended from time to time.

The Chairman of the Inland Wetlands Commission shall be the
Chairman of the Water Pollution Control Authority. The Authority may
appoint a clerk who need not be a member of the Authority, an attorney
and other such employees as it may deem necessary and shall prescribe
and define their duties. The Authority shall keep a complete record
of its proceedings and shall file the same with the Town Clerk, as
required by law. All such records shall be open for public inspection
during business hours. Meetings of the Authority may be called in
the same way that an Inland Wetlands Commission meeting may be called.
