No person shall operate or permit the operation of a motorboat owned by him on the waters of West Hill Pond within the territorial limits of the Town of Barkhamsted if equipped with a motor or motors of greater than 7 1/2 horsepower, except fire boats and emergency civil defense boats owned and operated for such purposes by any of the Boy Scout camps located on said pond or the Town of Barkhamsted or any fire district of fire-fighting organization duly constituted by act of the Town of Barkhamsted or the State of Connecticut and any boat being used by a Police Department while on police patrol, such boat clearly marked with the words "police boat." None of the boats so excepted may be used for pleasure purposes.

No person shall operate or permit the operation of a motorboat owned by him on the waters of West Hill Pond within the territorial limits of the Town of Barkhamsted at a speed in excess of six miles per hour:
A. 
Within 75 feet of the shore, a dock or a swimming area or within any area designated by buoys.
B. 
In making any turn of less than 200 feet in circumference.
C. 
Between 1/2 hour after sunset and 1/2 hour before sunrise.

Any person who violates any of the provisions hereof may be fined not more than $100 for each such offense.

If deemed advisable, the Board of Selectmen may appoint a special inspector or inspectors who have been certified by the Boating Safety Commission to assist in the enforcement of this Article and may establish their duties and fix their compensation.
