For the purpose of creating order in the streets of the Town of Barkhamsted, to ensure that the town has proper and useful planning, to promote public safety and convenience and to ease and speed essential emergency services, the town adopts the following Article.
The numbering system, as shown on a set of maps on file in the Town Hall entitled "Town of Barkhamsted — Street-Numbering System, 1986," is hereby adopted as specified in C.G.S. § 7-148 as the street-numbering system of the Town of Barkhamsted.
A. 
Furthermore, to ensure that the street-numbering system is correct and understandable and that there is no confusion in street names, the following streets and roads shall henceforth be officially recognized by the names indicated herein:
(1) 
A road running north and west from the Canton Town line (Route 179) to an intersection with East Hartland Road (Route 219) shall be "North Canton Road."
(2) 
A road running from the Hartland Town line southerly (Routes 219 and 179) to an intersection with Saville Dam Road shall be "East Hartland Road."
(3) 
A road running from an intersection with East Hartland Road northerly and easterly to the Granby Town Line (Route 219) shall be "Gavitt Road."
(4) 
A road running from an intersection with Ratlum Road and Warner Road east and south to the Canton Town line shall be "Ratlum Mountain Road."
(5) 
A road running south from an intersection with East Hartland Road and Saville Dam Road to the New Hartford Town line shall be "Reservoir Road" (a portion of Route 219).
(6) 
A road running east from an intersection with Center Hill Road (Route 181) to an intersection with Reservoir Road (Route 219) shall be "Saville Dam Road" (a portion of Route 318).
(7) 
A road running northerly from an intersection with New Hartford Road (Route 44) to an intersection with Ripley Hill Road and Pleasant Valley Road shall be "River Road" (a portion of Route 181).
(8) 
A road running easterly from an intersection with Ripley Hill Road and River Road to an intersection with Saville Dam Road and Center Hill Road shall be "Pleasant Valley Road" (a portion of Route 181 and Route 318).
(9) 
A road running westerly from an intersection with River Road and Pleasant Valley Road to an intersection with New Hartford Road (Route 44) shall be "Ripley Hill Road" (a portion of Route 318).
(10) 
A road running northerly from an intersection with Saville Dam Road and Pleasant Valley Road to the Hartland Town line shall be "Center Hill Road" (a portion of Route 181).
(11) 
A road running from the New Hartford Town line northerly and westerly to the Winchester Town line shall be "New Hartford Road" (Route 44).
(12) 
A road running southerly and westerly from an intersection with Main Street and Robertsville Road to the Winchester Town line shall be "Riverton Road" (a portion of Route 20).
(13) 
A road running northerly and westerly from an intersection with Main Street and Riverton Road to the Colebrook Town line shall be "Robertsville Road" (formerly known as "Riverton Road").
(14) 
A road running northerly from an intersection with Pleasant Valley Road through an intersection with Main Street in the Village of Riverton and to the Hartland Town line shall be "East River Road."
B. 
Certain streets and roads have been numbered which are not town roads. This has been done for consistency and convenience and cannot be interpreted as acceptance of the street by the town.

The purpose of this Article is to promote public safety and convenience by requiring visible street numbering in order that addresses may be identified from town roads to ease and speed essential emergency services, such as fire-fighting, police and emergency medical care.
Pursuant to C.G.S. § 7-148, the town shall assign street numbers to all property and structures fronting on any street or highway within the town and may change numbers if necessary to have a more orderly numbering system. When new streets are laid out, the town shall promptly assign numbers to each property or structure on said street. The town may assign numbers to private roads which have not been accepted by the town or which pass through private property. Such assignment of numbers shall not be construed as acceptance of such streets or highways or any portion thereof by the town. The town shall be required to notify persons of the number assigned to any property or structure. The town shall maintain maps showing the street numbers assigned to each property or structure, and such maps and records shall be open for public inspection.
Each owner, agent or occupant shall affix to said building or part thereof or to some object appurtenant thereto the street number or numbers assigned by the town. All numbers shall be affixed so as to be visible from a town street or highway. Numbers shall be affixed within 60 days of receipt of notice from the town.
Each owner, agent or occupant of any building or part thereof who shall fail to affix to the appropriate building the number assigned by the town within a period of 60 days from the date of receipt of notice of such assignment shall be punished by a fine of not more than $100 for each offense, and each day thereafter of failure to comply with the direction of the town shall constitute a separate and distinct offense.
