As used in this chapter, the following terms shall have the
meanings indicated.
MOTOR VEHICLE
As defined by the State of Connecticut Motor Vehicle Law, any vehicle drawn or propelled by any power other than
muscular, and includes but is not limited to automobiles, trucks,
buses, tractors, trailers and motorcycles.
MOTOR VEHICLE PARTS
Used parts of motor vehicles, including but not limited to
iron, metal, glass, paper, cordage or other waste, discard or part
of a motor vehicle.
No person or business shall harbor, store or cause to be stored
on any property in any zone unregistered or discarded motor vehicles
or motor vehicle parts.
When it is determined that a discarded motor vehicle or discarded
motor vehicle parts are located on property, the First Selectman shall
notify the person in possession or control of such property and the
owner of such property and also the owner of said vehicle and parts,
if known, in writing, by registered or certified mail, postage prepaid,
to remove said vehicle or parts and shall also provide for notice
in a newspaper having substantial circulation in the Town of Barkhamsted.
If such person or owner has not caused the removal of said vehicle
or parts within 30 days after receipt of said notification, the town
may cause said motor vehicle or parts to be removed and disposed of.
The town shall have the right to collect the cost incurred in removing
and disposing of such vehicle or parts from the owner of said vehicle
or parts or from the person in possession or control of the property
or the owner of the property from which said vehicle or parts were
removed.
Prior to the removal of any discarded motor vehicle as provided for in §
184-4, the First Selectman or designated representative shall give written notification to the State Commissioner of Motor Vehicles of the issuance by the town of the aforementioned notices, such notification to include the location of the vehicle, the identification number, if available, and such other description or identification of the vehicle as may assist in establishing the legal ownership of the vehicle.
The First Selectman or designated representative shall be responsible
for the giving of all notices required by this chapter and for the
removal and disposition of such motor vehicles for parts.
