The youngest individual who may participate in a coin drop on
a city street shall be no less than 18 years of age.
In no event may a coin drop impede or interfere in any way with
normal traffic flow.
Any organization desiring a coin drop shall submit a request,
in writing, for the same addressed to the Mayor and the Common Council,
42 Ridge Street, Glens Falls, New York, at least 30 days prior to
the proposed date. The organization seeking approval of a coin drop
shall, in its request, specify the specific date requested for the
coin drop and shall provide a proposed rain date.
The hours for the conduct of any single coin drop shall be from
9:00 a.m. until 4:00 p.m.
The requesting organization shall include in its formal request
to the Mayor and Common Council a statement stating the number of
locations at which the organization will set up collection points.
Information shall include precise locations the organization intends
to use. No coin drop shall be allowed in Bank Square or Monument Square.
It shall be the policy of the Common Council of the City of
Glens Falls that there shall not be a coin drop conducted within the
city limits without prior permission of the Mayor and Common Council
and that no two organizations shall be allowed to conduct a coin drop
within the city limits on the same date.
An organization conducting a coin drop must provide a particular
motorist making a contribution with a tag or some other evidence that
would sufficiently exhibit that a contribution has been made.
Any agency or organization requesting a coin drop shall consent
and agree that any contribution made shall be strictly voluntary on
behalf of a particular individual.
There shall be no more than six coin drops per year, with a
maximum of one per month between May and October. No particular organization
or agency shall be permitted to conduct more than one coin drop per
year.
Any person violating the provisions of this chapter shall, upon
conviction thereof, be subject to a fine not to exceed $250 or imprisonment
for a term not to exceed 15 days, or both.
