1. It is hereby declared that Kingston Township desires to establish
a Water Commission which shall function as a liaison and advisory
committee between the residents of Kingston Township, and the Township
Supervisors.
2. It is further declared that the Water Commission shall investigate
complaints of residents of Kingston Township and make recommendations
to the Township Supervisors on matters related to water supply and
water service within the Township.
3. The Water Commission shall consist of five members to be appointed
by the Board of Supervisors of Kingston Township.
4. The Township Supervisors shall fill any vacancies for an unexpired
term of any member of the Water Commission. At the expiration of a
member's term, he shall remain in office until he is reappointed or
released.

The Water Commission shall organize and adopt the Rule of Procedure
not inconsistent with this chapter or the Home Rule Charter.

Meetings of the Water Commission shall be held at the call of
the Chairman and at such other times as the Water Commission in its
rules and procedure may specify. The Chairman, or in his absence,
the acting chairman, may conduct the meeting. All meetings of the
Commission shall be open to the public. The Commission shall keep
minutes of its proceedings, and shall keep records of any examinations
or other actions taken by it. The records of the Water Commission
shall be kept in the Office of the Township Supervisors and shall
be a public record, and may be examined upon giving the Water Commission
due notice.
