A length of service award program (LOSAP) is hereby created in accordance with Chapter 388 of the Laws of 1997, to reward members of the volunteer firefighters' organization for their loyal, diligent and devoted service to the residents of the Township of Allamuchy.
The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Township of Allamuchy pursuant to P.L. 1977, c. 388, and that such a plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code, and this article.
A. 
The LOSAP shall provide for annual contributions to each eligible member who meets the criteria as follows:
(1) 
One hundred points are required for a member to be eligible for an annual contribution;
(2) 
Five years of service are required for vesting; and
B. 
The annual contribution shall be $600 per eligible members for the year 2002; $850 per eligible member for the year 2003; and $1,150 per eligible member for the year 2004.[1]

The estimated cost of this program has been calculated as follows, for regular annual services: $8,400 for the year 2002; $11,900 for the year 2003; and $16,100 for the year 2004.
Each active volunteer member shall be credited with points for volunteer services provided to the volunteer company in accordance with the following schedule.[1]

This article shall not take effect unless the voters, as a public question at the next general election, approve it.[1]
