The Quality Housing and Work Responsibility Act of 1998 provided that families assisted under the premerger certificate program would be transferred to the Housing Choice Voucher Program no later than the second annual reexamination on or after the merger date (October 1, 1999). Families assisted under the premerger voucher program were transferred to the Housing Choice Voucher Program as of October 1, 1999. Under premerger voucher contracts, owner claims against the WHA were limited to the amount the owner was allowed to collect as the family's security deposit. This meant that the amount the owner could collect from the WHA was zero.

C. 

Under the Housing Choice Voucher Program, the WHA is not responsible for owner claims against the family. If the security deposit is not sufficient to cover amounts the family owes under the lease, the owner may collect the balance from the family.
