The appointment, term, vacancy, as well as the membership renewal, conduct of business and the powers and duties of the said Planning Commission shall be in accordance with the provisions of Article II of the Pennsylvania Municipalities Planning Code, Act 247; 53 P.S. § 10203 et seq., and its powers shall be as specified under the provisions of Article II of the Pennsylvania Municipalities Planning Code, Act. 247, 53 P.S. § 10209.1A.

The name of the Board shall be Upper Macungie Township Parks and Recreation Board.

The Upper Macungie Township Recreation Board ("Recreation Board") shall provide advice and recommendation to the Board of Supervisors in the development, implementation and evaluation of meaningful parks, facilities, sports, events, recreation, and leisure activities which will benefit and improve the quality of life for residents in Upper Macungie Township.

1. 
Membership shall consist of seven persons to be appointed by the Upper Macungie Township Board of Supervisors. Appointed members shall serve a five-year term. An appointment to fill a vacancy shall be only for the unexpired portion of that term. Terms are renewable, but no person shall serve more than two consecutive full terms. Notwithstanding the limitation of a member not serving for more than two consecutive full terms, in the event that a vacancy occurs as a result of a member serving two consecutive full terms and the Board of Supervisors is unable to fill said vacancy, the Board may allow said vacating member to continue to serve until a new person is appointed to serve.

The following shall serve as non-voting ex-officio members: one employee from the Recreation Department, one employee from the Public Works Department.

All members of the said Board shall reside in Upper Macungie Township, Lehigh County, Pennsylvania, unless otherwise approved by the Board of Supervisors.
4. 
All Board members shall be individuals who have demonstrated an interest in and commitment to serving the recreation needs of all Township residents.
5. 
Each member of the Board shall be entitled to one vote.
6. 
Each member shall attend a minimum of seven meetings in a calendar year, during which the Recreation Board will have 10 meetings. Therefore, each member is permitted to miss up to three meetings per calendar year for any reason.
7. 
If a member misses more than three meetings in a calendar year, the Recreation Board may determine if the member is eligible for removal from the Recreation Board by vote of the Board of Supervisors for dereliction or neglect of duty. In making this determination, the Recreation Board shall take into account any of the member's absences for good cause reasons.
8. 
All members appointed shall serve their full terms unless voluntarily resigned or removed by the Board of Supervisors for dereliction or neglect of duty.
9. 
A member who seeks to resign from the Board shall submit a written resignation to the Board Chairperson and Township Manager. If possible, the resignation should allow for a thirty-day notice so the Township can look to appoint a replacement.

Vacancies occurring other than by expiration of a term shall be for the unexpired term and shall be filled in the same manner as original appointments.

The officers of the Recreation Board shall consist of a Chairperson, Vice Chairperson, and a Secretary.
2. 
The Chairperson shall preside at all meetings and hearings of the Recreation Board and shall have the duties normally conferred by parliamentary usage on such officers. In the event that the Chairperson cannot attend a particular meeting, the Vice Chairperson shall fulfill the Chairperson's responsibilities.

The Secretary shall be responsible for keeping minutes of the Recreation Board, with the assistance of such staff as is available, and, if necessary, shall prepare the agenda of regular and special meetings, provide notice of all meetings to all Recreation Board members, arrange proper and legal notice of hearings, and attend to correspondence of the Recreation Board and such other duties as are normally carried out by a Secretary.

Park Facilities.
A. 
Regularly review the Comprehensive Park and Recreation Master Plan setting forth annual goals and objectives that contain clear and concise action steps leading towards the revitalization, maintenance, enhancement, continuous improvement, and new establishment of Township owned and leased facilities.
B. 
The Recreation Board shall serve to advise and make recommendations to the Board of Supervisors as to the usage of the Township's parks and facilities.
2. 
Recreation Programs.
A. 
Review all park and recreation programs and activities to ensure a well-rounded and diverse array of programs are being offered to serve the community.
B. 
Assist recreation department staff in developing a comprehensive list of program and event offerings that benefit all residents of Upper Macungie Township.
C. 
Coordinate, where possible, park and recreation programs and facilities with neighboring municipalities, the Parkland School District, and other related organizations.
3. 
Communications.
A. 
The Recreation Board shall work with staff to submit an annual report to the Board of Supervisors including an analysis of the adequacy and effectiveness of community recreation areas, facilities and leadership, in addition to any other issues the Board of Supervisors direct to be included in the annual report.
B. 
Seek to gather input, either solicited or unsolicited, from Township residents on park and recreation issues and act as a liaison to the Township recreation staff.
C. 
Work collaboratively to raise public awareness of the value and need for viable park and recreation programs.
D. 
Create special committees or task forces to study and deal with emerging issues related to recreation as needed. Each committee must be established by majority vote of the Recreation Board. Each committee shall consist of at least three Recreation Board members appointed by the chair. A staff member may be assigned to each committee by the Recreation Manager.
4. 
Financial. The Recreation Board shall develop additional funding resources (to supplement the Township budget) to enhance programs and to improve, enhance, and build adequate park, recreation, athletic, playground and other public facilities.
5. 
Adoption of Bylaws. The Recreation Board, subject to review and approval of the Board of Supervisors, shall adopt rules and regulations for the conduct of all business within its jurisdiction and exercise powers and functions concerning parks and recreation facilities as may be delegated to it by the Board of Supervisors of Upper Macungie Township.
