Authorizing and approving an agreement by and among Lehigh County Authority, County of Lehigh, the Boroughs of Alburtis and Macungie, the Township of Upper Macungie and Lower Macungie Township Authority, with respect to construction of certain sewage facilities to transport sewage and wastes from the proposed sewage collection systems to serve the Boroughs of Alburtis and Macungie and the Townships of Lower Macungie and Upper Macungie to the sewer system operated by the City of Allentown for treatment and disposition and the method of sharing the costs of acquisition and construction operation and maintenance of said sewage facilities; and treatment and disposition of such sewage and wastes by the City of Allentown.

Authorizing and approving a service agreement, between the County of Lehigh, the Townships of Upper Macungie and Lower Macungie and the Boroughs of Alburtis and Macungie, whereby the parties have agreed to terms and conditions with respect to construction of certain sewage facilities to transport sewage and wastes from proposed sewage collection systems to serve the Townships of Upper Macungie and Lower Macungie and the Boroughs of Alburtis and Macungie to the sewer system operated by the City of Allentown for treatment and disposition and the method of sharing the costs of acquisition and construction of said sewage facilities, the costs of operation and maintenance thereof and the costs of treatment and disposition of such sewage and wastes by the City of Allentown.

Granting to Upper Macungie Township Authority certain rights and privileges in, along, over and under streets, roads, lanes, courts, public squares, alleys, highways and other properties of this Township for use in connection with the sewage collection system to be constructed and acquired by said Authority; and providing for regulating the manner in which such rights and privileges shall be exercised.

Authorizing and approving an agreement of lease between Upper Macungie Township Authority, as lessor, and this Township, as lessee, under which the sewer system to be acquired, constructed and owned by said Authority will be leased to this Township for operation and use. Appointing Consulting Engineers and a Certified Public Accountant; and authorizing and directing other necessary and proper action. (The lease shall be for an initial term of 40 years and shall set forth terms, conditions, provisions, covenants and agreements to be observed by the Authority and this Township with respect to said Sewer System.)

Authorizing and approving an agreement by and among the Townships of Lower Macungie, Upper Macungie, Salisbury and South Whitehall and the Boroughs of Alburtis and Macungie, all Pennsylvania municipal subdivisions, Lower Macungie Township Authority, Upper Macungie Township Authority, Salisbury Township Authority, South Whitehall Township Authority, Borough of Alburtis Sewer Authority and Borough of Macungie Sewer Authority, all Pennsylvania municipality authorities, each created by the appropriate municipal subdivision above-named, and Lehigh County Authority, a Pennsylvania municipality authority created by the County of Lehigh, Pennsylvania to provide for the construction and operation of a relief interceptor for the purpose of relieving a portion of the Little Lehigh Interceptor of the Allentown Sewer System, the First Phase Project portion of which relief interceptor is to start at a point on the Emmaus Interceptor and extend to the Little Lehigh Interceptor approximately 1,300 feet upstream from the sewage treatment plant of the Allentown Sewer System being operated by the City.

Authorizing and approving an amendment to agreement, dated for convenience as of July 10, 1981, by and among the Townships of Lower Macungie, Upper Macungie, Salisbury and South Whitehall and the Boroughs of Alburtis and Macungie, all Pennsylvania municipal subdivisions, Lower Macungie Township Authority, Upper Macungie Township Authority, Salisbury Township Authority, South Whitehall Township Authority, Borough of Alburtis Sewer Authority and Borough of Macungie Sewer Authority, all Pennsylvania municipality authorities, each created by the appropriate municipal subdivision above-named, and Lehigh County Authority, a Pennsylvania municipality authority created by the County of Lehigh, Pennsylvania, with respect to construction, financing, operation and maintenance, and ownership of a relief interceptor system.
