The following words, when used in this article, shall have the
following meanings:
NONRESIDENT
A person who does not reside within the boundaries of the
Township of Upper Moreland.
RESIDENT
A person residing within the boundaries of the Township of
Upper Moreland.
RESIDENT GROUP
A group of persons, at least 75% of which are residents and
on whose behalf application for a permit is made by a resident.

A. The fee payable for the reservation for the exclusive use of the
picnic pavilions at Masons Mill Park shall be set forth by a fee schedule
prepared by the Parks and Recreation Department and approved by resolution
by the Board of Commissioners from time to time. The fee schedule
shall identify at least three reservation options: a morning option,
an afternoon option and an all-day option. The fee schedule shall
also identify a Township Resident Group rate and a Nonresident Group
rate. To be eligible for the Township Resident Group rate, the group
requesting the reservation must consist of at least 75% residents
of the Township of Upper Moreland. Unless the pavilion is reserved,
the use thereof shall be free of charge.
B. All fees for the use of the picnic pavilions at Mason Mill Park shall
be waived for elementary school groups (Kindergarten through Grade
5) from an elementary school located within the borders of Upper Moreland
Township, upon presentation of written documentation that the proposed
use is for a sanctioned school use of such elementary school.

The fee payable for the reservation for the exclusive use of
Safety Town at Masons Mill Park shall be as set forth by a fee schedule
prepared by the Parks and Recreation Department and approved by resolution
by the Board of Commissioners from time to time. The fee schedule
shall identify at least a partial-day option and an all-day option
to the extent permitted. The fee schedule shall also identify a Township
Resident Group rate and a Nonresident Group rate. To be eligible for
the Township Resident Group rate, the group requesting the reservation
must consist of at least 75% residents of the Township of Upper Moreland.
Unless Safety Town is reserved, the use thereof shall be free of charge
but without signals or trikes.
Any person desiring to use the archery range shall obtain an
annual permit from the Township. The fee payable for this permit shall
be set forth by a fee schedule prepared by the Parks and Recreation
Department and approved by resolution by the Board of Commissioners
from time to time.
Use of the Township's bus shall be available to nonprofit social,
school, service organization, church or community groups based within
the Township upon the payment of a fee to the Township of $50 and
reimbursement of the costs of operation of the bus. Such fee shall
be payable as a fifty-dollar deposit at the time of reservation of
the bus. After the completion of the use of the bus, such group shall
pay (in addition to the reservation fee) the Township's cost based
on the total mileage and actual driver time of use of the bus at the
following rates:
A. Mileage: $1.50 times the actual round-trip mileage.
B. Driver fee: The hourly rate paid by the Township to drivers of the
bus, as set from time to time by the Board of Commissioners, multiplied
by the hours of use of the bus rounded up to the nearest whole hour.
The Department of Parks and Recreation is hereby authorized
to charge fees for recreational programs, special activities and events
sponsored by the Township in such amounts as the Director may deem
necessary to make such programs and activities self-sustaining, provided
that any fee so established shall provide that nonresidents of the
Township shall be charged an amount 50% greater than that for a resident
of the Township, with the exception of programs which involve the
use of the Township bus, in which case, the fee so established shall
provide that a nonresident of the Township shall be charged an amount
30% greater than that for a resident of the Township. Fees charged
for programs offered through the Adult Evening School Division shall
be set to make the Division financial self-sustaining.
