(a) 
It shall be unlawful for any unlicensed vendor to vend in the designated area of the oyster festival on the day which the oyster festival is held without a valid vendor's license or special one-day oyster festival permit.
(b) 
There shall be a special exception to the existing vendors ordinance entitled "Special One-Day Oyster Festival Vendor's Permit."
(c) 
This special exception shall only apply to vendors who wish to vend in the City of Milford during the annual one-day oyster festival celebration within the area set aside for such celebration.
(d) 
Each special one-day permit will only be valid for the one day that the oyster festival takes place.
(e) 
Each application for such special one-day permit will be required to meet the following regulations:
(1) 
All the regulations of the existing vendors ordinances of the City of Milford.
(2) 
Certification from the Annual Milford Oyster Festival, Inc., such certification not to be unreasonably denied or (delayed) by determining whether or not to issue such a certificate. Said Annual Milford Oyster Festival, Inc. may require a fee reasonably related to the sales anticipated to be realized by each vendor and may establish reasonable locations and restrictions on the number of vendors of each type of produce vended designed to promote the financial success of Annual Milford Oyster Festival, Inc. sponsored activities during the oyster festival.
(f) 
The fee for such special one-day permit will be $1.
(g) 
This special one-day permit will not affect the rights of those already licensed to vend for a full year in the City of Milford.
(h) 
Any person violating any of the provisions of this section shall be fined not more than $100 for the offense.

(a) 
Prohibition. It shall be unlawful to bring animals, reptiles, and any other nonhuman creatures in the areas designated for the Milford Oyster Festival on the Milford Green and at Fowler Field on the day which the festival is held.
(b) 
Exemption. Animals that (i) are part of approved festival entertainment or attractions; (ii) assist the physically challenged; and (iii) assist in law enforcement are exempt from this prohibition.
(c) 
Penalty. Any person violating the provisions of this section shall be subject to ejection from the festival. Police or other authorized officers may issue a citation for violation of this section. Persons receiving said citations shall be deemed to have committed an infraction and shall be fined not more than $90.
