There is hereby created a Golf Course Commission for the City.

The Golf Course Commission shall be composed of seven members. Six members shall be appointed by the Mayor with the approval of the Board of Aldermen, and one member shall be appointed by the Mayor upon recommendation of the Park, Beach and Recreation Commission. The term of office of each member so appointed shall be as follows: two members (including the member recommended by the Park, Beach and Recreation Commission) shall be appointed for a term expiring December 31, 1997; two members shall be appointed for a term expiring December 31, 1998; and three members shall be appointed for a term expiring December 31, 1999. Commencing January 1, 1998, all appointments to fill vacancies due to an expired term shall be for terms of three years.

The Golf Course Commission shall have the authority to establish regulations relating to the operation, use and maintenance of the nine-hole golf course located on North Street upon completion of construction. The Commission shall prepare an annual budget for submission in accordance with established budgetary process and shall provide for inclusion of a surcharge of 10% on all greens fees for deposit in a recreational area maintenance and open space acquisition account to be overseen by the Mayor and Board of Aldermen. The Commission shall oversee the Golf Course Enterprise Fund 18, and have the authority to recommend to the Board of Aldermen fees for public use of the golf course facility. The Commission shall be responsible for the preparation of bid specifications for the contract for management of the golf course by a third party and shall make its recommendation to the Board of Aldermen for approval.
