The Commission shall consist of seven members to be appointed by the Mayor with the advice and consent of the City Council. The members shall serve staggered terms of two years each so that there will be an overlapping of tenures, with the terms of three members expiring at the end of one, one-year period and the terms of four members expiring at the end of the following one-year period.

In order that the function, duties, and responsibilities of the Planning and Zoning Commission may be carried out in an orderly and consistent fashion with full public knowledge of the procedures involved, the Commission will abide by Bylaws and Rules of Procedure as may be adopted by the Commission.

The Commission shall review the zoning, planning and platting of the City, investigate any problems relating thereto and make recommendations to the City Council. The Commission shall exercise its powers pursuant to NMSA 1978, §§ 3-19-1 through 3-19-12. The City Manager or his representative shall keep complete minutes of its proceedings and submit its minutes and other pertinent documents to the City Council.
Any Board member who has missed three consecutive regularly scheduled meetings without due cause shall be deemed to have forfeited their seat on the Board.
