There is created a Library Department for the City of Las Vegas
which shall consist of a Library Director and as many other employees
as may be deemed necessary from time to time.
The Library Director shall be a department head position and
shall be appointed by the City Manager in accordance with the City
Charter.
The Library Department may provide information, leisure, and
educational services to the extent and in as many types of communication
medias as is both practical and within the financial constraints and
policies of the City.

A. Definitions. As used in this section, the following terms shall have
the meanings indicated:
DEFACE
To mar, mark, or intentionally destroy a library book in
any fashion.
LIBRARY
The City of Las Vegas Carnegie Public Library or any of its
branches.
LIBRARY BOARD
The board created by Chapter
18, Article
II, Library Board, of the Code of the City of Las Vegas.
SUSPENSION
A temporary debarment from the privilege of frequenting the
Library buildings, and from use and check out of library books.
B. Right to suspend. Should a library patron, in the opinion of the
Library Director, engage in conduct which is detrimental to the safe
or efficient operation of the library, the Director may suspend or
terminate the right of a library patron to use the library. Such decision
shall be made in writing and shall indicate the basis for the decision.
A copy of the Director's decision shall be mailed to the library
patron by certified mail, return receipt requested, at the address
on his library check out card or served on him in person.
C. Appeals. The library patron shall have the right to appeal the Director's
decision by filing an appeal in writing to the Library Director within
10 calendar days after receipt of notice of the suspension or termination
of library privileges. Any appeal of a suspension or termination of
library privileges shall be heard by the Library Board whose decision
shall be final. The Board shall adopt procedures for hearing such
an appeal. The Board shall have the power to confirm, amend or overrule
the decision of the Library Director.
D. Cause for suspension or termination. The causes for suspension or
termination shall include but not be limited to:
(1) Intentional defacing of library books;
(2) Refusal to return books to the library;
(3) Conduct by a patron in the library which obstructs the safe and efficient
operation of the library.
E. Length of suspension. The period of suspension shall not exceed 30
calendar days. Two or more suspensions within a two-year period shall
be cause for termination of library privileges. Depending on the severity
of the conduct of the library patron, termination may be allowed without
prior suspensions.
