A Borough Recreation Board, to be appointed by Borough Council,
is hereby created. The Board shall perform all duties and may exercise
all the powers given it by Council.

1. The Board
shall consist of seven persons, who shall be residents of the Borough,
appointed by the Borough Council, and shall serve without compensation.
When the Board is established, Council shall appoint one member for
an initial term of one year, two members for initial terms of two
years, two members for initial terms of three years, and two members
for an initial term of four years. A Council Member liaison shall
be appointed by the President of Borough Council. Upon the expiration
of any Board member term, a successor shall be appointed by the Council
to serve for a term of four years or until their successors are appointed.
A vacancy occurring other than by expiration of term shall be appointed
for the unexpired term and shall be filled in the same manner as original
appointments.

The Board shall have the power to adopt rules and regulations
for the conduct of all business within its jurisdiction. The Board
shall meet regularly and in public and maintain records of its business.
The Board shall file an annual written report to Council and the Manager
describing its completed, ongoing, and proposed activities and such
other information as the Board believes should be considered by the
Council or Manager.

Once organized, the members of the Recreation Board shall:
A. Annually
elect its own Chairman and Secretary and any other necessary officer.
B. Make recommendations
to Borough Council for the maintenance, equipment, operations, and
supervision of Borough parks, playgrounds, playfields, and other outdoor
and indoor recreation areas and facilities owned or controlled by
the Borough of Phoenixville.
C. Annually
in July, provide budget recommendations to the Recreation Director
for consideration in the annual budget for the Recreation Department.

The Recreation Director shall provide such assistance as the
Borough Manager determines appropriate for the Board to implement
the duties assigned to it by Council. The Recreation Director shall
be a nonvoting member of the Board.
