The Division of Finance shall be headed by the Chief Financial
Officer, who shall be appointed by the Mayor, with the advice and
consent of the Municipal Council, for a term of four years, running
from January 1 in the year in which the Chief Financial Officer is
appointed, or until a successor shall be duly appointed and qualified.
The Chief Financial Officer shall be qualified in accordance
with the requirements of L. 1988, c. 110 (.N.J.S.A. 40A:9-140.1 et
seq., as amended), and shall be responsible for the proper financial
administration of the municipality under the Local Government Supervision
Act (1947), P.L. 1947, c. 151 (N.J.S.A. 52:27BB-1 et seq.), and such
other statutes and rules promulgated by the Director of the Division
of Local Government Services, the Local Finance Board, or any other
state agency as may pertain to the financial administration of the
municipality.
The Director of the Department of Finance and Revenue, subject
to any appropriation set forth in the annual budget approved by the
municipality, may appoint a Deputy Finance Officer, for a term not
to exceed the term of the Director, who shall perform such duties,
including but not limited to supervisory duties, as may be assigned
by the Director or the Chief Financial Officer.
