A. It shall be unlawful for any owner, custodian or person possessing
or harboring a dog to allow the same upon any street or other public
place in the Village unless said dog is properly attended by a person
of adequate age and is either on a leash or properly muzzled.
B. It shall be unlawful for any owner, custodian or person possessing
or harboring a dog to allow the same to run upon the premises of anyone
other than the owner, custodian or person possessing or harboring
the dog unless the owner or occupant of such premises grants permission.
It shall not be lawful for any person to remove or cause to
be removed the muzzle from any dog running at large, or entice any
dog or other animal out of the enclosure or house of its owner or
harborer, or seize or molest any dog or other animal while held or
led by any person or while properly muzzled and registered, or bring
any dog into said Village for the purpose of taking up, distraining
or selling the same.
It shall not be lawful for any person to keep or permit to be
kept on any premises owned or occupied in whole or in part by him
within the Village any dog or other animal which by its howling or
whining shall disturb the neighborhood.

A. Dogs and other animals shall be prohibited from the beach and upland
areas of Marine Park, Steinbeck Park and Windmill Park from the Thursday
preceding Memorial Day through and including the Tuesday following
Labor Day under all circumstances.
B. Dogs shall be permitted on the grass, upland area of Havens Beach
Park at all times but shall be prohibited from the beach area of Havens
Beach Park from the Thursday preceding Memorial Day through and including
the Tuesday following Labor Day under all circumstances.

The owner of a dog or animal or the agent or employee of the
owner, or any other person with custody or responsibility for a dog
or animal shall be responsible to clean up and remove the waste or
discharge of that dog or animal, and the failure of any such person
to pick up the waste or discharge of a dog or animal shall be a violation
of this article.

A. All persons, firms or corporations in violation of §
80-4 or
80-5 of this Chapter
80 shall be subject to a minimum fine of $200 and shall answer or appear on or before 15 days from the date of issuance. Each day a violation continues shall be deemed to constitute a separate offense.
(1) Upon failure of a person to appear or answer on or before the return
period or any subsequent adjourned date, such person shall be subject
to the following surcharges, in addition to the prescribed fines:
(a)
If the aforementioned fine shall not be paid within 15 days
from the date summons was issued, a late penalty equal to 1/2 the
original fine shall be added to the fine; and
(b)
If the fine is still not paid within 60 days from the date the summons was issued, an additional late penalty in an amount equal to 1/2 the original fine shall be added to the fine, in addition to the surcharge imposed by Subsection
A(1)(a) herein; and
(c)
If the fine is still not paid within 90 days from the date the
summons was issued, an additional penalty of $50 shall be added to
all other fines and penalties previously assessed.
B. Any person, firm or corporation violating any other provisions of
this article or of any regulation authorized under this article shall,
upon conviction thereof, be subject to a fine not exceeding the sum
of $250 for any offense, and each day that a violation continues shall
be deemed to constitute a separate offense.
