The County Commissioners, by a majority vote of their members,
shall appoint an Administrator for a fixed term and in an amount to
be negotiated in an employment agreement. The Administrator shall
be appointed solely on the basis of executive and administrative qualifications.
The Administrator shall have a Bachelor's Degree in public
or business administration or in a related field from a recognized
college or university and shall have at least six years of experience
in public administration. A Master's Degree in public or business
administration or related field shall be preferred, but is not required.
A.
The
Administrator shall be the chief administrative officer of the County,
responsible to the Board of County Commissioners for the administration
of all County affairs placed in the Administrator's charge by
or under this Code or by any other applicable law. The Administrator's
duties shall include but not be limited to the following:
(1)
Carry out the policies adopted by the Board of County Commissioners
(the Board).
(2)
Prepare the agenda for meetings of the Board.
(3)
Develop long-range plans for the County with input and guidance from
the Board.
(4)
Assist the Board in the achievement of established goals and objectives.
(5)
Facilitate the flow and understanding of ideas and information between
and among Board members, employees and citizens.
(6)
In accordance with this Code, personnel rules and procedures and
other applicable laws, appoint, suspend or remove all County employees
provided for by or under this Code or other applicable law; provided,
however, that the Administrator shall provide notice to the Board
of all appointments and shall provide the Board with a three-day comment
period prior to finalizing said actions.
(7)
Direct and supervise the administration of all departments, offices
and agencies of the County, except as otherwise provided by this Code
or by applicable law.
(8)
Attend all Board meetings. The Administrator shall have the right
to take part in discussion but shall have no vote.
(9)
Represent the Board in the Board's absence.
(10)
Ensure that all laws, provisions of this Code and acts of the Board,
subject to enforcement by the Administrator or by officers subject
to the Administrator's supervision, are faithfully executed.
(11)
Prepare and submit a comprehensive annual operating budget and capital
improvement program to the Board.
(12)
Submit to the Board and make available to the public a complete report
on the finances and administrative activities of the Board as of the
end of each fiscal year.
(13)
Make such other reports as the Board may require concerning the operations
of County departments, office and agencies subject to the Administrator's
direction and supervision.
(14)
Ensure fiscal accountability and modern accounting practices are
implemented and keep the Board fully advised as to the financial conditions
and future needs of the County.
(15)
Make recommendations to the Board concerning the affairs of the County.
(16)
Provide staff support services for the Board members.
(17)
Perform such other duties as specified by this Code or by law or
as may be required by the Board.
B.
It
is further understood that the Administrator is continuously responsible
to the Board of County Commissioners as a duly elected representative
of the citizens. The Administrator, to increase the proficiency of
the Administrator and to strengthen the quality of County operations
through professional management, shall follow the International City/County
Management Association (ICMA) code of ethics, which governs the appropriate
professional conduct of the Administrator.
The County Administrator shall prepare and make available to
the Board and the County Clerk a plan designating a plan of succession
for temporarily fulfilling the role of County Administrator in the
event that the Administrator is unable to perform the duties of the
position during the temporary absence or disability of the Administrator.
By letter filed with the County Clerk, the Administrator shall institute
the implementation of the plan of succession during those times when
the Administrator is unable to act as a result of temporary absence
or disability. In the event that the Administrator is unable to file
said letter, the plan of succession shall automatically be implemented
upon notice of the disability or absence of the Administrator. The
Board at any time may revoke the designation or appointment of a temporary
Administrator and appoint any other qualified officer of the County
to serve until the Administrator returns from a temporary absence
or disability or until the Administrator is replaced, in the event
that the absence or disability becomes permanent.
