Any application for a major subdivision or planned development of any kind, or any other use or development except those exempted in §
360-31 and those subject to §
360-32 shall be accompanied by a major sediment control plan prepared by a registered professional surveyor or landscape architect or engineer licensed to practice in Maryland. This plan shall be prepared according to the guidelines set forth in Article
XI. This plan may also be prepared in conjunction with a stormwater management plan and, where applicable, may be part of an overall site plan or subdivision plat according to the provisions of the County Zoning Ordinance and Subdivision Regulations.

Any revision to either a minor or major sediment control plan
must be submitted as a plan amendment to the local permitting official
for review and approval by the Soil Conservation District and, when
applicable, the County Engineer, and must be so noted on the original
permit.
