A. 
When any vehicle is parked or abandoned on any highway or public parking lot within this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by a police officer or the Village Highway Department.
B. 
When any vehicle is found unattended on any highway or public parking lot within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by a police officer or the Village Highway Department.
C. 
When any vehicle is found unattended in a public or private driveway so that vehicular egress to the street is obstructed without the consent of the owner of the driveway or of a person legally entitled to the possession of such driveway or when any vehicle is found in front of a public or private driveway, said vehicle may be removed by a police officer or the Village Highway Department.
D. 
When any vehicle is parked or abandoned on any highway within said Village where stopping, standing or parking is prohibited, said vehicle may be removed by a police officer or the Village Highway Department.
E. 
When any vehicle is deemed to be an abandoned vehicle pursuant to Subdivision 1 of § 1224 of the Vehicle and Traffic Law of the State of New York, said vehicle may be removed by a police officer or the Village Highway Department.

A. 
After removal of any vehicle as provided in this article, said police officer or Village Highway Department may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment of the sum of $300 or the amount of all expenses actually and necessarily incurred by the Village in effecting such removal, whichever is greater, together with the sum of $50 per day or fraction thereof for storage or the amount of expenses actually and necessarily incurred by the Village for storage, whichever is greater.

B. 
Said police officer or Village Highway Department shall, without delay, report the removal and the disposition of any vehicle removed as provided in this article to the Chief of Police. It shall be the duty of the Chief of Police to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.

A. 
Abandoned vehicles shall be disposed of in accordance with the applicable provisions of § 1224 of the Vehicle and Traffic Law of the State of New York and the regulations prescribed pursuant thereto.
B. 
The Village of Quogue is hereby authorized to convert abandoned vehicles to its own use, to the extent allowed by Subdivision 6 of § 1224 of the Vehicle and Traffic Law of the State of New York.
C. 
The provisions of this section shall be applicable to vehicles deemed to be abandoned vehicles pursuant to Subdivision 1 of § 1224 of the Vehicle and Traffic Law of the State of New York.

A. 
The Chief of Police is authorized to maintain a list of approved tow truck operators which the Village Police Department or Highway Department may call to remove vehicles as provided in this article.
B. 
In order to be eligible to be placed upon said list of approved tow truck operators, an operator must agree to abide by the following requirements:
(1) 
The operator’s removal and storage charges shall not exceed the amounts published by the Chief of Police or prevailing local rates.
(2) 
The operator shall maintain twenty-four-hour response availability service for towing and release of vehicles.
(3) 
The operator's tow truck or trucks shall be in full compliance with the Vehicle and Traffic Law of the State of New York.
(4) 
The operator shall be responsible for any damage to vehicles resulting from removal and storage by such operator. The operator shall indemnify the Village and hold the Village harmless from all claims for any damage to vehicles resulting from removal and storage by such operator.
(5) 
The operator’s tow truck or trucks shall be equipped at all times with the following:
(a) 
At least two emergency lights, one of which shall be affixed to each side of the rear of the tow truck or to each side of the rearmost part of the towed vehicle so as to be clearly visible on the highway to the rear.
(b) 
One authorized emergency light.
(c) 
A CO2 or dry-powder fire extinguisher with a minimum capacity of 10 pounds.
(d) 
At least one dozen red railroad-type flares.
(e) 
Safety chains.
(f) 
A push bar.
(g) 
A shovel.
(h) 
A rigid tow bar.
(i) 
A lifting boom on the rear of the truck.
(j) 
A minimum one-and-one-half-ton power winch equipped with 150 feet of three-eighths-inch steel cable.
(k) 
Dolly wheels.
(l) 
A road broom.
(6) 
The operator shall store vehicles in a secure area and obtain all fees from the owners of the vehicles if the operator is directed by the Police Department or Highway Department to tow the vehicle to the operator’s premises rather than to the impound area of the Police Department.
(7) 
When removing a wrecked or damaged vehicle from a highway, the operator shall remove any glass or other injurious substance dropped from the vehicle upon the highway.
C. 
The Chief of Police may remove from said list of approved tow truck operators any operator who has failed to abide by any of the requirements set forth in § 174-30B.
