(Substitute for House Bill No. 753, Special Act 418)
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Sec. 1. The terms of office of all Town officers of the Town of East Haddam shall expire on the first Monday of October, 1939, except the term of office of the Town Clerk which shall expire on the first Monday in January, 1940.
Sec. 2. At the annual Town election of the Town of East Haddam to be held on the first Monday of October, 1939, and biennially thereafter, there shall be elected three selectmen, a Town treasurer, an agent of the Town deposit fund, two auditors, six grand jurors, a tax collector, seven constables and two registrars of voters, each of whom shall hold office for two years from the date of his election. There shall be elected at said election and biennially thereafter, a Town Clerk, who shall hold office from the first Monday in January next succeeding his election.
Sec. 3. At said Town election there shall be elected three assessors, one of whom shall hold office for two years, one for four years and one for six years from the date of his election. At the biennial Town election to be held on the first Monday in October, 1941, and biennially thereafter, the Town shall elect one assessor for the term of six years.
Sec. 4. At said Town election there shall be elected three members of the board of relief,[1] one of whom shall hold office for two years, one for four years and one for six years from the date of his election. At the biennial Town election to be held on the first Monday of October, 1941, and biennially thereafter, the Town shall elect one member of the board of relief[2] for a term of six years.
Sec. 5. At said Town election there shall be elected six members of the board of finance, three of whom shall hold office for two years and three for four years from the date of their election. At a biennial Town election to be held on the first Monday in October, 1941, and biennially thereafter, the Town shall elect three members of the Board of Finance for a term of four years.
Sec. 6. At said Town election there shall be elected nine members of the board of education, three of whom shall hold office for two years, three for four years and three for six years from the date of their election. At the biennial election to be held on the first Monday in October, 1941, and biennially thereafter, the Town shall elect three members of the board of education for a term of six years.
Sec. 7. At said Town election there shall be elected eighteen library directors, six of whom shall hold office for two years, six for four years and six for six years from the date of their election. At the biennial Town election to be held on the first Monday in October 1941, and biennially thereafter, the Town shall elect six library directors for a term of six years.
Sec. 8. All officers to be elected under the provision of this act shall hold office until their successors shall be elected and shall have qualified.
Sec. 9. This act shall take effect upon its approval by the electors of the Town of East Haddam at a special Town meeting warned and held for such purpose on or before August 15, 1939. (approved June 9, 1939)
To vote on the referendum, in connection with Biennial Elections as provided in Special Act. No 418.
Voted, that the Town adopt Biennial Elections.
